This measure would recognize the month of February 2014 as American Heart Month in California and recognize February 7, 2014, as Wear Red Day in California.
This measure would declare that President Abraham Lincoln be honored on February 12, 2014, the anniversary of his birthday.
This measure would declare February 19, 2014, as a Day of Remembrance in order to increase public awareness of the events surrounding the internment of Americans of Japanese ancestry during World War II.
Existing law, the Roman Reed Spinal Cord Injury Research Act of 1999, authorizes the University of California to establish a spinal cord injury research fund, independent of the State Treasury, to accept public and private funds for purposes of spinal cord injury research, as specified. This bill would appropriate $1,000,000 from the General Fund to the spinal cord injury research fund authorized by the act.
Existing law imposes various taxes that are administered by the Franchise Tax Board, the State Board of Equalization, and the Employment Development Department. This bill would require, on or before January 1, 2015, the Franchise Tax Board, the State Board of Equalization, and the Employment Development Department to collaborate and focus the agencies' current and future information technology efforts to conduct a feasibility study on the development of a single Internet Web site portal that virtually consolidates the agencies to enable online, self-service access to the agencies, as provided, and to submit the study to the Legislature. This bill would also require these agencies, upon a joint determination by the agencies that a need exists to improve cost-effective services to taxpayers and an appropriation by the Legislature, to consolidate forms, applications, and other documents to reduce or eliminate the number of multiple submissions of the same information by taxpayers.
Existing law specifies that a public entity or a public employee shall not be liable for an injury caused by the plan or design of a construction of, or an improvement to, public property in specified cases. Existing law allows public entities to establish bicycle lanes on public roads. This bill would provide that a public entity or an employee of a public entity acting within his or her official capacity is not be liable for an injury caused to a person riding a bicycle while traveling on a roadway, if the public entity has provided a bike lane on that roadway.
Existing law, the Donahoe Higher Education Act, establishes provisions governing the various segments of the postsecondary education system. This bill would make a nonsubstantive change to the act.
