Existing law relating to health care practitioners requires a board, as defined, to report to the State Department of Health Care Services the name and license number of a person whose license has been revoked, suspended, surrendered, made inactive by the licensee, or placed in another category that prohibits the licensee from practicing the licensee's profession, to prevent reimbursement by the state for Medi-Cal and Denti-Cal services provided after the cancellation of a provider's professional license. This bill would make nonsubstantive changes to that reporting provision.

Existing law establishes the Homeless Housing, Assistance, and Prevention Program, administered by the Business, Consumer Services, and Housing Agency, for the purpose of providing jurisdictions, as defined, with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges, as specified. Existing law requires the agency, upon appropriation, to distribute $650,000,000 among cities, counties, and continuums of care, as provided. Existing law requires the Department of Housing and Community Development to submit an annual report to the Governor and both houses of the Legislature on the operations and accomplishments during the previous fiscal year of the housing programs administered by the department. Existing law requires that the report include, among other things, the number of units assisted by those programs and the number of individuals and households served and their income level. This bill would additionally require that this report include an evaluation of the Homeless Housing, Assistance, and Prevention Program.

This measure would proclaim January 23, 2020, as Maternal Health Awareness Day, to draw attention to the efforts that have improved maternal health in California and to highlight the need for continued improvement of maternal health for all women.

Existing law provides for service of process in civil actions. Existing law also establishes the state prison and various local correctional facilities, including county jails. Existing law governs the administration of county jails and those provisions authorize a person who may lawfully serve process to serve process upon a person who is incarcerated within any institution in this state. This bill would express the intent of the Legislature to enact legislation that would, if enacted, address issues relating to valid service of process on persons who are incarcerated in local and state correctional facilities.

Existing law, the Labor Code Private Attorneys General Act of 2004, permits an aggrieved employee, on behalf of themselves and other current or former employees, to bring a civil action pursuant to specified procedures for a violation of a provision of the Labor Code that provides for a civil penalty to be assessed and collected by the Labor and Workforce Development Agency. This bill would make nonsubstantive changes to these provisions.

This measure would designate the month of January 2020 as Positive Parenting Awareness Month in California.

This measure would proclaim January 13, 2020, as Korean American Day.

The Sales and Use Tax Law imposes taxes on retailers measured by the gross receipts from the sale of tangible personal property sold at retail in this state, or on the storage, use, or other consumption in this state of tangible personal property purchased from a retailer for storage, use, or other consumption in this state. The law defines "sale" for the purposes of that law as including, among others, a sale at an auction with respect to tangible personal property sold to a successful bidder at the auction upon an agreement or understanding with specified terms. This bill would make nonsubstantive changes to that definition.
