The California Environmental Quality Act requires a lead agency, as defined, to prepare, or cause to be prepared, and certify the completion of, an environmental impact report on a project that it proposes to carry out or approve that may have a significant effect on the environment or to adopt a negative declaration if it finds that the project will not have that effect. The act also requires a lead agency to prepare a mitigated negative declaration for a project that may have a significant effect on the environment if revisions in the project would avoid or mitigate that effect and there is no substantial evidence that the project, as revised, would have a significant effect on the environment. The act establishes a procedure by which a person may seek judicial review of the decision of the lead agency made pursuant to the act. This bill would prohibit the court, in an action or proceeding alleging a violation of the act, from staying or enjoining the construction or operation of the Temperance Flat Reservoir unless the court makes certain findings. This bill would make legislative findings and declarations as to the necessity of a special statute for the Temperance Flat Reservoir.

The California Environmental Quality Act (CEQA) requires a lead agency, as defined, to prepare, or cause to be prepared, and certify the completion of, an environmental impact report on a project that it proposes to carry out or approve that may have a significant effect on the environment or to adopt a negative declaration if it finds that the project will not have that effect. CEQA also requires a lead agency to prepare a mitigated negative declaration for a project that may have a significant effect on the environment if revisions in the project would avoid or mitigate that effect and there is no substantial evidence that the project, as revised, would have a significant effect on the environment. This bill would exempt from the provisions of CEQA a project, or the issuance of a permit for a project, that consists of the inspection, maintenance, repair, rehabilitation, replacement, or removal of, or the addition of an auxiliary lane or bikeway to, existing transportation infrastructure and that meets certain requirements. The bill would require the public agency carrying out the project to take certain actions.
Existing law, the General Corporation Law, defines different types of business entities and corporations and prescribes their powers and duties. Existing law defines a close corporation as a corporation the articles of which contain, in addition to other things, a provision requiring that all of the corporation's issued shares of all classes be held of record by a specified number of people, not to exceed 35. This bill would raise the maximum number of people who can hold shares in a close corporation, as described above, to 40.
Existing law requires the Legislative Counsel to make specified legislative information pertaining to each current legislative session available to the public in electronic form, as specified. This bill would also require that the Legislative Counsel make available to the public in electronic form the above referenced legislative information for each legislative session after final adjournment of the session, commencing with the 1993–1994 Regular Session of the Legislature.
This measure would declare May 18, 2016, as the 28th Annual State Scientist Day, as a tribute to the dedication and professionalism of the state scientists who work on behalf of all the residents of California.
This measure would recognize "Women Warriors" by proclaiming the week of March 14, 2016, to March 20, 2016, inclusive, as Women's Military History Week in California and would encourage Californians to recognize, among other things, the contributions of women to our military and our freedom and the historic lifting of the ban on women in combat on January 24, 2013.
This measure would proclaim March 23, 2016, as Pakistani American Day and would urge all Californians to join in celebrating Pakistani American Day.
This measure would designate the week of January 31, 2016, to February 6, 2016, inclusive, as Physician Anesthesiologist Week.
This measure would declare February 19, 2016, as a Day of Remembrance in order to increase public awareness of the events surrounding the internment of Americans of Japanese ancestry during World War II.
