Existing law, the Lanterman-Petris-Short Act, provides for the involuntary commitment and treatment of a person who is a danger to themselves or others or who is gravely disabled. Existing law also provides for a conservator of the person or estate to be appointed for a person who is gravely disabled. Existing law, for the purposes of involuntary commitment and conservatorship, defines "gravely disabled," among other things, as a condition in which a person, as a result of a mental health disorder, is unable to provide for the basic personal needs of food, clothing, or shelter. This bill would, if a county elects to use this meaning and subject to an appropriation of funds for these purposes, expand the definition of "gravely disabled" for these purposes to mean a condition in which a person, as a result of a mental health disorder, is incapable of making informed decisions about, or providing for, their own basic personal needs for food, clothing, shelter, or medical care without significant supervision and assistance from another person and, as a result of being incapable of making these informed decisions, the person is at risk of substantial bodily harm, dangerous worsening of a concomitant serious physical illness, significant psychiatric deterioration, or mismanagement of essential needs that could result in bodily harm. The bill would also, if a county elects to use this meaning and subject to an appropriation of funds for these purposes, define "gravely disabled" to mean a condition in which a person has an incapacity to provide informed consent to treatment due to anosognosia.
This resolution would designate the week beginning on February 21, 2022, as Eating Disorders Awareness Week.

This measure would proclaim January 27, 2022, as Rose Ann Vuich Recognition Day, in recognition of Senator Rose Ann Vuich as the first woman elected to the California State Senate, to honor Senator Vuich's service to the Senate, and to appropriately reflect the Senator's stature and legacy.
This measure would proclaim the month of February 2022 as Teen Dating Violence Awareness and Prevention Month, and would call upon the people of California to observe the month with programs and activities that raise awareness about the dynamics of teen dating violence and that support youth in learning the skills to have safe and healthy relationships.
Existing law prohibits the manufacture, importation, sale, or transfer of an unsafe handgun, as defined. Existing law exempts from this prohibition sales to the San Diego Unified Port District Harbor Police and the Harbor Department of the City of Los Angeles, provided the handgun will be used as a service weapon by a sworn officer who has satisfactorily completed the POST basic course and will complete a live-fire qualification at least once every 6 months. This bill would require a police officer of the San Diego Unified Port District Harbor Police or a port warden or a port police officer of the Harbor Department of the City of Los Angeles to complete the live-fire training qualification at least twice a year instead of at least once every 6 months in order to be exempt from the prohibitions on unsafe handguns.
This measure would designate the week of January 30, 2022, to February 5, 2022, inclusive, as Physician Anesthesiologist Week.
This measure would declare that passengers in motor vehicles should be educated and encouraged to advocate for their own safety and the safety of others during National Passenger Safety Week, the week of January 23 to 29, 2022, inclusive.
