Existing law prescribes the course of study a pupil is required to complete while in grades 9 to 12, inclusive, in order to receive a diploma of graduation. Existing law authorizes the governing board of a school district to adopt rules specifying additional coursework requirements. Existing law requires each school district maintaining any of grades 7 to 12, inclusive, to offer to all otherwise qualified pupils in those grades a course of study that provides an opportunity for those pupils to attain entry-level employment skills in business or industry upon graduation from high school. This bill would prohibit a school district from adopting a graduation requirement that commences with the 2010–11 school year and requires the completion of additional coursework to meet or exceed the requirements and prerequisites for admission to a 4-year California public university unless the district also requires the completion of a sequence of at least 3 career and technical education courses. However, this provision would not apply to a school district that, by June 30, 2009, has adopted graduation requirements that require the completion of all minimum coursework necessary to meet the requirements and prerequisites for admission to a 4-year California public university. The bill also would make conforming and clarifying changes.

This measure would designate that January 18, 2010, be observed as the official memorial of the late Rev. Dr. Martin Luther King, Jr.'s birth, commemorate Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.
This measure would reaffirm state recognition of the sovereign status of federally recognized Indian tribes as separate and independent governmental communities within the United States, encourage all state agencies, when engaging in activities or developing policies affecting Native American tribal rights or trust resources, to do so in a knowledgeable, sensitive manner that is respectful of tribal sovereignty, and encourage all state agencies to continue to reevaluate and improve the implementation of laws affecting Native American tribal rights.
The Sales and Use Tax Law imposes a tax on retailers measured by the gross receipts from the sale of tangible personal property sold at retail in this state, or on the storage, use, or other consumption in this state of tangible personal property purchased from a retailer for storage, use, or other consumption in this state. That law provides various exemptions from those taxes. This bill would, until January 1, 2017, exempt from those taxes the sale of, and the storage, use, or other consumption in this state, of tangible personal property, as defined, purchased for use by a qualified person, as defined, primarily in any stage of manufacturing, processing, refining, fabricating, or recycling of property; in research and development; to maintain, repair, measure, or test specified property; and for use by a contractor purchasing that property as an agent or for the contractor's own account and subsequent resale for use in a construction contract, as specified. The Bradley-Burns Uniform Local Sales and Use Tax Law authorizes counties and cities to impose local sales and use taxes in conformity with the Sales and Use Tax Law, and the Transactions and Use Tax Law authorizes districts, as specified, to impose transactions and use taxes in conformity with the Sales and Use Tax Law. Exemptions from state sales and use taxes are incorporated in these laws. This bill would specify that this exemption does not apply to local sales and use taxes, transactions and use taxes, and specified state taxes. This bill would take effect immediately as a tax levy.
Existing law sets forth procedures pursuant to which work being done by contract on county highways may be done. Existing law specifies that in any county that has appointed a road commissioner, or in any county that has abolished the office of road commissioner, as prescribed, the board of supervisors of the county may authorize the road commissioner, or a registered civil engineer under the direction of the county director of transportation, to have any work upon county highways done under his or her supervision and direction. In this connection, existing law provides that the work on those contracts may be done by: (1) letting a contract covering both work and material, as provided; (2) purchasing the material and letting a contract for the performance of the work, as provided; or (3) purchasing the material and having the work done by day labor, in which case advertising for bids is not required. This bill would revise that provision authorizing the work on those county highway contracts to be done by (1) purchasing the material and having the work done by day labor, as defined, only after advertising and requesting bids, as provided, and the board passing a resolution making a specified finding; or (2) purchasing the material and having the work done by specified employees, as defined.
(1) Existing law authorizes a county sheriff, police chief, or other public agency that contracts for emergency health services, to contract with providers of emergency health care services for care to local law enforcement patients. Under existing law, a county sheriff or police chief is prohibited from releasing inmates from custody for the purpose of seeking medical care, with the intent to rearrest, unless the hospital determines the action would enable it to collect from a 3rd-party source. Existing law requires an Inmate Health Care and Medical Provider Fair Pricing Working Group to be convened and meet as needed to identify and resolve industry issues that create fiscal barriers to timely and affordable emergency inmate health care, among other things. Under existing law, all of these provisions are to be repealed as of January 1, 2014. This bill would delete the repeal date and would add a definition for "local law enforcement patient". Because the bill would extend existing duties imposed upon local law enforcement, the bill would create a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
This measure would request a delay in enforcement of the State Air Resources Board's Enhanced Vapor Recovery Phase II requirements until October 2010.
Existing law, the General Corporation Law, requires a domestic corporation and a foreign corporation to file statements annually with the Secretary of State disclosing specified information concerning its operation and makes the information contained in the statements open to public inspection. Existing law specifies additional information that a publicly traded company is required to include in the statement, including a description of any services performed for the corporation by an independent auditor during its 2 most recent fiscal years, information regarding the compensation for the most recent fiscal year of the corporation paid to each director and certain corporate officers, information regarding any loans made to any director in the 2 most recent fiscal years at below market rates, and a description of any material pending legal proceedings to which the corporation is a party, including any final judgments entered against the corporation during the 5 preceding years. This bill would provide that these publicly traded corporations would be deemed to have satisfied various of those reporting requirements if the corporation includes certain information disclosed pursuant to federal securities laws relating to services provided to the corporation by an independent auditor, compensation paid to directors and certain corporate officers, and loans to directors. The bill would also revise these reporting requirements to require disclosure of any loan to a director in the 2 most recent fiscal years and any final judgment entered against the corporation during the fiscal years covered by the statement. The bill would make various other clarifying and technical changes to the reporting provisions applicable to publicly traded corporations.
This measure would declare April 2010 as Financial Aid and Literacy Month to raise public awareness about the need for increased financial literacy.
Existing law requires the Department of Motor Vehicles to include within the California Driver's Handbook language regarding rail transit safety, abandonment or dumping of an animal on a highway, and the importance of respecting the right-of-way of others. This bill would require the handbook to also contain language referring drivers to the Web site http://www.journeysafe.com, at the earliest opportunity when the handbook is otherwise revised or reprinted.
