This measure would recognize the importance of access to local parks, trails, open space, and facilities for the health, wellness, development, inspiration, and safety of all Californians and would declare the month of July 2023 as "Parks Make Life Better!®" Month.
Existing law prohibits a person from driving, moving, or leaving standing upon a highway, or in an offstreet public parking facility, any motor vehicle, trailer, semitrailer, pole or pipe dolly or logging dolly, unless it is registered and the appropriate fees have been paid, except as specified. Existing law requires current month and year tabs indicating the month and year expiration of a vehicle's registration to be attached to the rear license plate assigned to the vehicle for the last preceding registration year in which the licensed plates were issued. Existing law requires a law enforcement officer or a person authorized to enforce parking laws and regulations to verify, using available Department of Motor Vehicles records, that no current registration exists for a vehicle before issuing a citation for a violation of the requirement to attach the appropriate tabs. Existing law prohibits the issuance of a citation against a vehicle in violation of that requirement if the vehicle has a current registration on file with the department or if a person authorized to enforce parking laws and regulations does not have immediate access to the department's records. Existing law authorizes a peace officer or a regularly employed and salaried employee who is engaged in directing traffic or enforcing parking laws and regulations to remove a vehicle that, among other things, is parked or left standing upon a highway for 72 or more consecutive hours in violation of a local ordinance authorizing removal or is found or operated upon a highway, public land, or an offstreet parking facility with a registration expiration date in excess of six months before the date it is found or operated. This bill would require a peace officer or a regularly employed and salaried employee who is engaged in directing traffic or enforcing parking laws and regulations to verify, using available Department of Motor Vehicles records, that no current registration exists for a vehicle before removing the vehicle. The bill would prohibit a vehicle from being removed if it has a current registration on file with the department or if the officer or employee does not have immediate access to the department's records. By requiring a higher level of service from law enforcement officers, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
Existing law, the 2011 Realignment Legislation addressing public safety and related statutes, requires that certain specified felonies be punished by a term of imprisonment in a county jail for 16 months, or 2 or 3 years, and provides for postrelease community supervision by county officials for persons convicted of certain specified felonies upon release from prison or county jail. As part of the realignment of public safety services to local agencies, existing law establishes the Local Revenue Fund 2011 into which specified tax revenues are deposited and are continuously appropriated for the provision of public safety services, as defined. This bill would require the Legislative Analyst's Office to prepare a report, to be submitted to the Legislature on June 30, 2026, evaluating the results of Assembly Bill 109 of the 2011–12 Regular Session over the previous 10 years. This bill would require the report to contain specified data, including the amount of funding received per county and how that funding was allocated, information on sentencing practices, the impact on the county jail population, information on postrelease community supervision practices, and recidivism outcomes.
This measure would express the Legislature's support for the creation of policies to decrease the rising number of deaths of Americans as a result of atherosclerotic cardiovascular disease (ASCVD) . The measure would declare the importance of enhanced public awareness of comprehensive cardiovascular screening programs to allow for earlier identification of patients at risk of cardiovascular events. The measure would also declare the importance of collaboration on statewide cardiovascular planning to accelerate quality improvements in care rendered to these patients.

This measure would designate the Ayala Drive overcrossing at postmile marker 17.437 on State Route 210 in the County of San Bernardino as the Scott "Buckshot" Schwingel Memorial Overcrossing. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would proclaim June 24, 2023, as Play Day and encourage all Californians to go out and play on that day.
