Existing law prohibits a person from driving a motor vehicle with any object or material placed, displayed, installed, affixed, or applied upon the windshield or side or rear windows, with limited exceptions, including for window tinting or glazing that meets specified requirements. Federal law establishes motor vehicle safety standards for glazing material for use in motor vehicles and motor vehicle equipment. This bill would exempt a vehicle operated and owned or leased by a federal, state, or local agency, department, or district that employs peace officers, for use by those peace officers in the performance of their duties, from California law prohibiting or limiting materials that may be placed, displayed, installed, affixed, or applied to the side or rear windows, commonly referred to as window tinting or glazing.

Existing law prohibits any person, except as specified, from driving any motor vehicle with any object or material placed, displayed, installed, affixed, or applied in or upon the vehicle that obstructs or reduces the driver's clear view through the windshield or side windows. Existing law makes it unlawful for any person to refuse to pay tolls or other charges on any vehicular crossing or toll highway and requires, among other things, that if a transponder or other electronic toll payment device is used to pay tolls or other charges due, the device be located in or on the vehicle in a location so as to be visible for the purpose of enforcement at all times when the vehicle is located on the vehicular crossing or toll highway. This bill would require a motorcyclist to instead use any one of 5 specified methods when using a transponder or other electronic toll payment device to pay tolls or other charges when entering a vehicle crossing or toll highway.
The California Building Standards Law provides for the adoption of building standards by state agencies by requiring all state agencies that adopt or propose adoption of any building standard to submit the building standard to the California Building Standards Commission for approval and adoption. In the absence of a designated state agency, the commission is required to adopt specific building standards, as prescribed. Existing law requires the commission to publish, or cause to be published, editions of the code in its entirety once every 3 years. The commission is authorized to act through a procedure for emergency standards, as defined, upon a finding of an emergency. This bill would require the commission, the Department of Housing and Community Development, and the State Fire Marshal to cooperate in developing a guidebook to assist local agencies in implementing building standards and permitting processes for solar distributed generation technology on residential and commercial property and post the guidebook on their respective Internet Web sites. The bill would provide that a city, county, city and county, or charter city that adopts the policies from the guidebook may receive a preference or priority related to grant funds from the California Energy Commission or the State Air Resources Board, as specified.
This measure would declare May 2012 to be American Stroke Month in California.
This measure would call on the United States Congress to pass the Violence Against Women Reauthorization Act of 2011, Senate Bill No. 1925, authored by Senators Leahy and Crapo, and ensure the sustainability of vital programs designed to keep women and families safe from violence and abuse.
This measure would declare April 22 through April 28, 2012, as West Nile Virus and Mosquito and Vector Control Awareness Week.
This measure would recognize the week of March 4, 2012, to March 10, 2012, inclusive, as National Agriculture Week, and would designate March 21, 2012, as California Agriculture Day.
This measure would recognize March 2, 2012, as Read Across America Day.
