Local agency formation commissions: cost of incorporation proceedings.

Existing law, the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, authorizes a local agency formation commission to establish a schedule of fees and costs for proceedings taken pursuant to that act, including incorporation proceedings. The act authorizes the local agency formation commission to request a loan from the General Fund to cover the expenses of incorporation proceedings under specified circumstances. This bill would transfer $45,000 from the Environmental Enhancement and Mitigation Program Fund to the General Fund, and appropriate that amount from the General Fund to the Controller for allocation to the Los Angeles County Local Agency Formation Commission for a loan to the East Los Angeles Residents Association, as specified. The bill would make findings and declarations regarding the need for a special statute. This bill would declare that it is to take effect immediately as an urgency statute.

Relative to Buy California Small Business First Month.

This measure would proclaim May 2010 as Buy California Small Business First Month to raise awareness that when California consumers, businesses, colleges, universities, and governmental agencies choose to first support California small businesses when making purchasing decisions, a wave of positive economic impacts occurs within the state and local economies.

Relative to Cinco de Mayo Week.

This measure would proclaim May 2 through May 8, 2010, as Cinco de Mayo Week, and would urge all Californians to join in celebrating Cinco de Mayo.

Correctional facilities.

Existing law, the Public Safety and Offender Rehabilitation Services Act of 2007, authorizes certain revenue bond construction of prison facilities. The act, among other things, authorizes the Department of Corrections and Rehabilitation to design, construct, or renovate prison housing units, prison support buildings, and programming space in order to add new beds at existing adult correctional facilities. It also authorizes the department to construct and establish new buildings at existing facilities under the jurisdiction of the department to provide medical, dental, and mental health treatment or housing, as specified. This bill would additionally authorize the Department of Corrections and Rehabilitation to develop beds and treatment space to serve inmates requiring mental health or medical services. The bill would provide that any beds developed with a medical or mental health purpose shall be supported with rehabilitative programming, as defined, that is consistent with the medical or mental health services required by the inmates. The bill would authorize the department, in addition to designing and constructing new buildings at existing facilities for medical, dental, and mental health treatment, to renovate existing buildings at existing facilities for medical, dental, and mental health treatment as well as to design, construct, or renovate any ancillary improvements, as specified. The bill would also make changes regarding the calculation of design-build project augmentations from these funds. Because this bill would authorize different uses of continuously appropriated bond moneys, it would make an appropriation. Although existing law allows the State Public Works Board to issue revenue bonds, negotiable notes, or negotiable bond anticipation notes for the purposes above, it forbids the board to release specified funds until a 3-member panel, composed as specified, certifies that certain conditions have been met. This bill would alter one of those conditions. This bill would declare that it is to take effect immediately as an urgency statute.

Relative to American Stroke Month.

This measure would declare May 2010 to be American Stroke Month in California and would urge all Californians to familiarize themselves with the risk factors, and to recognize the warning signs and symptoms associated with stroke, to help reduce the devastating effects of stroke on the population.

Relative to Autism Awareness Month.

This measure would designate April 2010 as Autism Awareness Month, would affirm the Legislature's commitment to the important issues related to autism spectrum disorders (ASDs) , would emphasize that each and every individual with an ASD is a valued and important member of our society, would recognize and commend the parents and relatives of individuals with ASDs for their sacrifice and dedication in providing for the special needs of individuals with ASDs, would recognize and commend the work of all nonprofit organizations that are contributing to the well-being of individuals with autism and their families, and would stress the need to identify children with ASDs and to begin early intervention services immediately after a child has been diagnosed with an ASD.

Relative to the "Don't Ask, Don't Tell" military policy.

This measure would urge the Congress and the President of the United States to adopt the Military Readiness Enhancement Act of 2009 (H.R. 1283) , which institutes a policy of nondiscrimination based on sexual orientation, and to repeal the "Don't Ask, Don't Tell" policy.

Relative to senior volunteers.

This measure would declare May 2010 as "Senior Volunteer Month" to honor the contributions of California's senior volunteers.
