Joint educational programs: middle college high school students: enrollment priority.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts, administered by a governing board, throughout the state, and authorizes these districts to provide instruction to students at the community college campuses maintained by the districts. Existing law authorizes the establishment of middle college high schools, which are alternative high schools located on community college campuses, and structured as broad-based, comprehensive instructional programs focusing on college preparatory and school-to-work curricula, career education, work experience, community service, and support and motivational activities. Existing law requires the governing board of a community college district to assign a low enrollment priority to specified special part-time or full-time students, which includes middle college high school students, in order to ensure that these students do not displace regularly admitted students. This bill would provide that the low enrollment priority provisions do not apply to a student attending a middle college high school, if the student is seeking to enroll in a community college course that is required for the student's middle college high school program.

Relative to Eat Local, Buy California Grown Day.

This measure declares that Sundays are "Eat Local, Buy California Grown Day," and encourages families, restaurants, and grocers to buy California-grown floriculture, fiber, and foods.

State property: 32nd District Agricultural Association.

Existing law divides the state into agricultural districts within the boundaries of which agricultural associations may be formed. Existing law provides that District 32 is the County of Orange. Existing law creates District 32a which consists of all that real property that is a portion of District 32 that is commonly known as the Orange County Fair and authorizes the Department of General Services to sell all or any portion of the real property that composes District 32a pursuant to a public bidding process. This bill would authorize the Board of Directors of the Orange County Fair, or an agent of that entity, as specified, to enter into a revenue sharing plan with the state regarding property of the Orange County Fair, as specified, if the plan would generate an amount in excess of $100,000,000 for the state over a period not to exceed 40 years from the initial date of the agreement. The bill would also require, not less than 30 days prior to entering into that agreement, the Director of General Services to submit the complete terms of the agreement to the Joint Legislative Budget Committee.

Relative to a Day of Remembrance.

This measure would declare February 19, 2011, as a Day of Remembrance in order to increase public awareness of the events surrounding the internment of Americans of Japanese ancestry during World War II.

Relative to the Armenian Genocide.

This measure would designate the week of April 18 to 24, 2011, as "California Week of Remembrance for the Armenian Genocide of 1915–1923," and would memorialize the Congress and the President of the United States to observe the California Week of Remembrance for the Armenian Genocide by participating in the Armenian Genocide Commemorative Project.

Relative to Dropout Recovery Week.

This measure would declare the week of June 6 through June 12, 2011, to be Dropout Recovery Week and would state the Legislature's intent to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.

Relative to transportation.

This measure would request the President and the Congress of the United States to consider and enact legislation to conduct a study regarding the feasibility of the collection process for a transportation revenue source based on vehicle miles traveled, in order to facilitate the creation of a reliable and steady transportation funding mechanism for the maintenance and improvement of surface transportation infrastructure.
