This measure would recognize Nowrūz, the Persian New Year celebration.

This measure would recognize the month of April 2016 as Citrus Strong Month for the purpose of celebrating California's vibrant citrus industry and the benefits it provides to the state's environment, economy, and people, and to affirm that California is citrus strong.

Under the Porter-Cologne Water Quality Control Act, the State Water Resources Control Board and the California regional water quality control boards are the principal state agencies with regulatory authority over water quality. Under the Federal Water Pollution Control Act, each state is required to identify those waters for which prescribed effluent limitations are not stringent enough to implement applicable water quality standards and to establish, with regard to those waters, total maximum daily loads, subject to the approval of the United States Environmental Protection Agency, for certain pollutants at a level necessary to implement those water quality standards. Existing law, inoperative due to a pending referendum election, would prohibit certain stores from providing a single-use carryout bag to a customer and prohibit those stores from selling or distributing a recycled paper bag to a customer at the point of sale unless the store makes that bag available for purchase, as specified. This bill would suspend the operation of certain amendments to water quality control plans relating to the total maximum daily load for trash unless the provisions inoperative due to a pending referendum election become effective. This bill would require the state board to revisit and revise water quality control plans to address impaired water quality due to trash if the law pending referendum is defeated at the November 8, 2016, statewide general election.

Existing law, the Administrative Procedure Act, governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. Existing law requires an agency to mail a notice of proposed action to specified entities at least 45 days prior to the hearing and close of the public comment period on the adoption, amendment, or repeal of a regulation, and to publish the notice of proposed action in the California Regulatory Notice Register as proposed by the Office of Administrative Law. This bill would require the Office of Administrative Law to send a link to an Internet Web site, where this published information is posted, to the appropriate Senate and Assembly policy committee secretaries via electronic mail, if the notice includes particular information relating to economic and cost impacts of the regulation on businesses and private persons.

This bill would proclaim the week of April 3, 2016, to April 9, 2016, inclusive, as Adult Education Week, and would honor the teachers, administrators, classified staff, and students of adult education programs statewide for their efforts, persistence, and accomplishments.

This measure would designate the month of April 2016 as Autism Awareness Month and would encourage residents to show support for autism awareness by lighting their homes, businesses, schools, and places of worship with blue light bulbs.

This measure would commemorate March 30, 2016, as the 85th anniversary of the historic ruling in the case of Roberto Alvarez v. Board of Trustees of the Lemon Grove School District, which invalidated that district's attempt to restrict its pupils of Mexican heritage to an inferior, segregated educational experience.

This measure would proclaim February 29, 2016, as Rare Disease Day in California and would provide for the recognition of Rare Disease Day in California in subsequent years, as specified.

Existing law, the Sex Offender Registration Act, requires a person convicted of specified sex offenses to register with local law enforcement authorities and update that registration, as specified. Existing law requires that a person who is required to register be informed of his or her duty to register prior to his or her release, discharge, or parole from confinement in specified institutions, when he or she is released on probation, or when he or she is granted conditional release without supervised probation, or discharged upon payment of a fine. This bill would require that the person be informed of his or her duty to register only if the release, discharge, or parole, as applicable, is related to a sentence imposed as the result of a conviction for an offense for which the person is required to register under the act, as specified.

This measure would designate Monday, May 2, 2016, as California Peace Officers' Memorial Day, and would urge all Californians to honor those individuals who have given their lives for our safety and express appreciation to those who continue to dedicate themselves to making California a safer place in which to live and raise our families.
