Vicious dogs: definition.

Existing law provides for the designation and disposition of certain categories of dogs as potentially dangerous or vicious dogs pursuant to a specified judicial process, and requires that designation to be included in the registration records of the dog. Existing law defines the term "vicious dog" to include, among others, dogs seized pursuant to specified animal cruelty laws. This bill would delete this category of dog from the above-specified definition of "vicious dog."

Pupil attendance: excused absences: naturalization ceremony.

Existing law requires a pupil to be excused from school for specified types of absences and prohibits those excused absences from generating state apportionment payments by deeming them as absences in computing average daily attendance. This bill would include attending the pupil's naturalization ceremony to become a United States citizen as another type of excused absence.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2016, as the 118th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

This measure would designate June 22, 2016, as California Nonprofits Day and recognize the importance of nonprofit organizations to the economy and well-being of this state.

Port Chicago disaster: African American Sailors of the United States Navy.

This measure would respectfully urge the recognition that the trial and conviction of the 50 African American sailors of the United States Navy for mutiny in connection with their service at the Port Chicago Naval Magazine in Concord, California, during World War II was wrongfully pursued because of racial prejudice and would respectfully urge the Congress of the United States to publicly exonerate those 50 African American sailors of the United States Navy in order to further aid in healing the racial divide that continues to exist in the United States.
