The Lanterman Developmental Disabilities Services Act requires the State Department of Developmental Services to contract with regional centers to provide services and supports to individuals with developmental disabilities. Under existing law, the regional centers purchase needed services for individuals with developmental disabilities through approved service providers or arrange for those services through other publicly funded agencies. The services and supports to be provided to a regional center consumer are contained in an individual program plan or individualized family service plan, developed in accordance with prescribed requirements. This bill would require the State Department of Developmental Services and the California Department of Aging, in consultation with certain stakeholders, to develop best practices for providing culturally competent services and supports to aging consumers with developmental and intellectual disabilities, as specified. The bill would require the State Department of Developmental Services to conduct a 2-year pilot program that implements those best practices in 3 regional centers that reflect the geographic diversity of California and, after the conclusion of the pilot program, by January 1, 2020, submit a report, as specified, evaluating the pilot program to the Legislature. These provisions would be repealed January 1, 2021.

This measure would proclaim and acknowledge the month of June 2015 and June of every year thereafter as Elder and Vulnerable Adult Abuse Awareness Month.
Existing law prohibits a permanent school employee from being dismissed, except for one or more of certain enumerated causes, including egregious misconduct, as defined. Existing law prohibits school districts, county offices of education, and charter schools from entering into an agreement that would authorize expunging from a school employee's personnel file credible complaints of, substantiated investigations into, or discipline for, egregious misconduct, unless the documents contain allegations that have been the subject of a hearing before an arbitrator, school board, personnel commission, Commission on Professional Competence, or administrative law judge, in which the employee prevailed, the allegations were determined to be false, not credible, or unsubstantiated, or a determination was made that the discipline was not warranted. This bill would also prohibit school districts, county offices of education, and charter schools from directly expunging from an employee's personnel file credible complaints of, substantiated investigations into, or discipline for, egregious misconduct, unless documents containing allegations that have been the subject of a hearing before an arbitrator, school board, personnel commission, Commission on Professional Competence, or administrative law judge, in which the employee prevailed, the allegations were determined to be false, not credible, or unsubstantiated, or a determination was made that the discipline was not warranted.
This measure would urge Congress and the President of the United States to expand the Humanitarian Resettlement Program to allow disabled veteran officers of the South Vietnamese Army currently living in the Socialist Republic of Vietnam to enter the United States.

This measure would recognize June 12, 2015, as the 117th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.
This measure would designate the Waldo Tunnel on State Highway Route 101 between postmile 0.885 and postmile 1.074 in the County of Marin as the Robin Williams Tunnel. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would designate the month of May 2015 as Asthma Awareness Month in order to increase awareness and understanding about asthma and educate those with the disease on the treatments available and the methods of preventing attacks.
