Foster care.

Existing law provides for the out-of-home placement of children who are unable to remain in the custody and care of their parents, and provides for a range of child welfare and foster care services for which these children may be eligible. Under existing law, child welfare services are defined as the continuum of services provided on behalf of children alleged to be the victims of child abuse, neglect, or exploitation, as specified. Existing law provides that child welfare services are best provided using a team-based approach, including the utilization of child and family teams, defined as a team of individuals convened by the placing agency and who are engaged through a variety of team-based processes to identify the strengths and needs of the child or youth and his or her family, and to help achieve positive outcomes for safety, permanency, and well-being. Existing law requires the child and family team process to engage the child or youth, the child's family, and other people important to the family or to the child or youth in meeting the objectives described above. Existing law also requires the team to include representatives who provide formal supports to the child or youth and family when appropriate, including, but not limited to, the caregiver and the placing agency caseworker. This bill would also require the inclusion of the child or youth's Court-Appointed Special Advocate, if one has been appointed, to the child and family team described above, unless the child or youth objects.

Physicians and surgeons: continuing education.

Existing law, the Medical Practice Act, provides for the licensure and regulation of physicians and surgeons by the Medical Board of California. Under that act, the board is required to adopt and administer standards for the continuing education of physicians and surgeons. This bill would require the board, in determining continuing education requirements, to consider including a course in integrating HIV/AIDS pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) medication maintenance and counseling in primary care settings, as specified.

Relative to World Oceans Day.

This measure would recognize June 8 as World Oceans Day, and would declare that the Legislature intends to act decisively in 2018 in regard to passing legislation aimed at reducing plastic pollution in California rivers, beaches, and ocean, and would further declare that the State of California is determined to seek additional ways to curb plastic pollution on those waterways and beaches, and in other natural spaces and communities.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2018, as the 120th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

South Coast Air Quality Management District: fleets.

Existing law authorizes the governing board of the South Coast Air Quality Management District to adopt rules and regulations that require specified operators of public and commercial fleet vehicles consisting of 15 or more vehicles, when adding vehicles or replacing vehicles in an existing fleet or forming a new fleet, to purchase vehicles that are capable of operating on methanol or other equivalently clean-burning alternative fuel and that require these vehicles to be operated, to the maximum extent feasible, on the alternative fuel when operating in the south coast district. This bill instead would authorize the governing board of the south coast district to adopt rules and regulations that require specified operators of public and commercial fleet vehicles consisting of 15 or more vehicles to purchase the cleanest commercially available vehicles, as defined, that will meet the operator's operational needs; to require the replacement of no more than 15% of existing vehicles per calendar year, as specified; and to require those cleanest commercially available vehicles to be operated, to the maximum extent feasible, in the south coast district. This bill would make legislative findings and declarations as to the necessity of a special statute for the south coast district.

Relative to federal Temporary Protected Status.

This measure would condemn the decision to end the Temporary Protected Status designation for El Salvador, Haiti, Nicaragua, Honduras, and Sudan. The measure would also urge the United States Congress to enact a bipartisan permanent solution for Salvadorans, Haitians, Nicaraguans, Hondurans, and Sudanese with Temporary Protected Status.

Student financial aid: Cal Grant Program: foster youth.

Existing law, the Ortiz-Pacheco-Poochigian-Vasconcellos Cal Grant Program, establishes the Cal Grant A and B Entitlement awards, the California Community College Transfer Entitlement awards, the Competitive Cal Grant A and B awards, the Cal Grant C awards, and the Cal Grant T awards under the administration of the Student Aid Commission, and establishes eligibility requirements for awards under these programs for participating students attending qualifying institutions. Existing law provides that any California resident is entitled to a Cal Grant B Entitlement award, and requires the commission to allocate that award, if certain criteria are met, including that the student submit a complete financial aid application, submitted or postmarked no later than March 2 of the academic year of high school graduation or its equivalent for the award year immediately following the academic year of high school graduation or its equivalent, or no later than March 2 of the academic year following high school graduation or its equivalent for the 2nd award year following the year of high school graduation or its equivalent. This bill would provide alternative deadlines for submitting a complete financial aid application for a student who is a current or former foster youth, who is attending a qualifying institution that offers baccalaureate degrees or is attending a California community college, and has not yet reached 26 years of age as of July 1 of the initial award year. Existing law authorizes the renewal of Cal Grant B awards for a total of the equivalent of 4 years of full-time attendance in an undergraduate program, provided that minimum financial need, as defined, continues to exist, subject to certain exceptions. This bill would authorize the renewal of Cal Grant B awards, for a current or former foster youth, for a total of the equivalent of 8 years of full-time attendance in an undergraduate program, provided that minimum financial need continues to exist.
