This measure would designate the portion of State Route 14 from the Avenue 0-8 bridge at Postmile R62.151 to the Avenue M overcrossing at Postmile R64.678, in the County of Los Angeles, as the CHP Officer Andy Ornelas Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs, which shall include the star of the California Highway Patrol, showing these special designations and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

This measure would designate the interchange at State Highway Route 405 and State Route 39 in the County of Orange at Beach Boulevard as the "Surf City USA" interchange. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would designate the portion of Interstate 5 between the Pico-Lyons Overcrossing and the McBean Parkway Overcrossing in the City of Santa Clarita as the Los Angeles County Sheriff's Deputy Hagop "Jake" Kuredjian Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.
This measure would designate the portion of Interstate 5 between Roth Road, at postmile R19.584, and French Camp Road, at postmile R22.508, in the City of Stockton as the Master Sergeant Richard Pittman Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources to cover that cost, to erect those signs.
Existing law, until January 1, 2026, prohibits organized retail theft, described as acting in concert with one or more persons to steal merchandise from one or more merchant's premises or online marketplaces with the intent to sell or return the merchandise for value, acting in concert with 2 or more persons to receive, purchase, or possess merchandise knowing or believing it to have been stolen, acting as an agent of another to steal merchandise from one or more merchant's premises or online marketplaces as part of an organized plan to commit theft, or recruiting, coordinating, organizing, supervising, directing, managing, or financing another to undertake acts of theft. Under existing law, a violation of organized retail theft is punishable as either a misdemeanor or a felony. This bill would additionally define organized retail theft to include acting in concert with one or more persons to steal specified types of merchandise, including infant formula, baby food, over-the-counter medications, and blood glucose testing strips, with the intent to sell those items. The bill would make a violation of this provision punishable as a felony. By expanding the application of an existing crime, this bill would impose a state-mandated local program. The bill would also extend the operative date of the prohibition against organized retail theft indefinitely. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would proclaim March 23, 2024, as California Women in STEM Day.
This measure would proclaim the week of March 17, 2024, to March 23, 2024, inclusive as California Down Syndrome Awareness Week and March 21, 2024, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
