Existing law establishes the Department of Motor Vehicles under the control of the Director of Motor Vehicles. Under existing law, the director, with the approval of the Governor and the Secretary of Transportation, is required to organize the department in a manner that the director deems necessary. This bill would make a technical, nonsubstantive change to this provision.

Existing law provides for the licensure and regulation of health facilities by the State Department of Public Health. Existing law specifies that a requirement placed on, or in reference to, a corporation in the provisions regulating health facilities also applies to a limited liability company. This bill would make technical, nonsubstantive changes to this provision.

Existing law requires a court to consider alternatives to incarceration, including, without limitation, collaborative justice court programs, diversion, restorative justice, and probation. Existing law states that it is the intent of the Legislature that the disposition of any criminal case use the least restrictive means possible. This bill would make a technical, nonsubstantive change to this provision.

Existing law establishes various programs and regulations to assist with affordability and cost of living issues, such as the Multifamily Housing Program, the California Dream for All Program, and the CalWORKs Housing Support Program. This bill would state the intent of the Legislature to enact legislation to address affordability and cost of living in California.

Existing law, the Financial Code, provides for the licensure and regulation of various types of financial institutions. This bill would make nonsubstantive changes to the provision that names that law.

The California Environmental Quality Act (CEQA) requires a lead agency, as defined, to prepare, or cause to be prepared, and certify the completion of an environmental impact report on a project that it proposes to carry out or approve that may have a significant effect on the environment or to adopt a negative declaration if it finds that the project will not have that effect. CEQA also requires a lead agency to prepare a mitigated negative declaration for a project that may have a significant effect on the environment if revisions in the project would avoid or mitigate that effect and there is no substantial evidence that the project, as revised, would have a significant effect on the environment. CEQA makes various legislative findings and declarations regarding the maintenance of a quality environment for the people of this state and states the intent of the Legislature for state agencies to regulate activities so that major consideration is given to preventing environmental damage. This bill would make nonsubstantive changes to those findings and declarations and to the statement of intent.

Existing law requires the state point of contact for the United States Trade Representative, within the executive branch, to perform specified duties regarding the effect of federal trade policy on the state. This bill would make a nonsubstantive change to the provisions described above relating to the duties of the state point of contact.
