Alcoholic beverage licenses: suspension or revocation.

Existing law, the Alcoholic Beverage Control Act, which is administered by the Department of Alcoholic Beverage Control, regulates the application, issuance, suspension, and revocation of alcoholic beverage licenses. The act prescribes a list of grounds that constitute a basis for the suspension or revocation of a license. This bill would make nonsubstantive changes in this list.

Sales and use taxes.

Existing sales and use tax laws impose a tax on retailers measured by the gross receipts from the sale of tangible personal property sold at retail in this state, or on the storage, use, or other consumption in this state of tangible personal property purchased from a retailer for storage, use, or other consumption in this state. The Sales and Use Tax Law provides various exemptions from those taxes, including an exemption for the sale of, and the storage, use, or other consumption in this state of, tangible personal property purchased for use by a qualified person to be used primarily in teleproduction or other postproduction services. This bill would make nonsubstantive changes to that exemption.

California Renewables Portfolio Standard Program: local publicly owned electric utilities.

The California Renewables Portfolio Standard Program requires the Public Utilities Commission to establish a renewables portfolio standard requiring all retail sellers, as defined, to procure a minimum quantity of electricity products from eligible renewable energy resources, as defined, so that the total kilowatthours of those products sold to their retail end-use customers achieves 25% of retail sales by December 31, 2016, 33% by December 31, 2020, 40% by December 31, 2024, 45% by December 31, 2027, and 50% by December 31, 2030. The program additionally requires each local publicly owned electric utility, as defined, to procure a minimum quantity of electricity products from eligible renewable energy resources to achieve the procurement requirements established by the program. This bill would correct an inaccurate crossreference in the requirements pertaining to local publicly owned electric utilities pursuant to the California Renewables Portfolio Standard Program.

Small business.

Existing law establishes the California Infrastructure and Economic Development Bank within the Governor's Office of Business and Economic Development and requires the bank, among other things, to administer the California Small Business Finance Center that administers programs to assist businesses seeking new capital resources, including, but not limited to, the Small Business Loan Guarantee Program. This bill would state the intent of the Legislature to enact legislation that would expand the access to capital for California's small businesses.

Natural Gas Pipeline Safety Act of 2011: intrastate transmission lines: safety valves.

Under existing law, the Public Utilities Commission has regulatory authority over public utilities, including gas corporations. The Public Utilities Act authorizes the commission to ascertain and fix just and reasonable standards, classifications, regulations, practices, measurements, or services to be furnished, imposed, observed, and followed by specified public utilities, including gas corporations. Existing law requires the installation of automatic shutoff or remote controlled sectionalized block valves on certain intrastate gas transmission lines that are located in a high consequence area, as defined, or that traverse an active seismic earthquake fault. Existing law requires the owner or operator of a commission-regulated gas pipeline facility that is an intrastate transmission line to provide the commission with a valve location plan, along with any recommendations for valve locations, and authorizes the commission to make modifications to the valve location plan. This bill would make a nonsubstantive change to this provision.
