This measure would recognize February 2020 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, encourage the people of California to recognize the many talents of African Americans and the achievements and contributions they make to their communities to create equity and equality for education, economics, and social justice, and recognize the significance in protecting citizens' right to vote and remedying racial discrimination in voting.
The California Constitution creates the Citizens Redistricting Commission, which is required to adjust the boundary lines of the congressional, State Senatorial, Assembly, and State Board of Equalization districts in the year following the year in which the national census is taken under the direction of Congress at the beginning of each decade. The California Constitution requires the commission to be created no later than December 31 in each year ending in the number zero and requires the commission to approve 4 final maps by August 15 in each year ending in the number one. Existing statutory law also requires the commission, no later than July 1 in each year ending in the number one, to publicly display the first preliminary statewide maps for public comment. This measure would authorize the commission, for 2021 only, to extend the deadlines for final map approval and public display of preliminary maps if the United States Census Bureau fails to provide the commission with necessary state redistricting population data within one year after the decennial census date. The measure would not allow the commission to extend the deadline for final map approval beyond December 15, 2021.
This measure would proclaim March 15, 2020, to March 22, 2020, as California Down Syndrome Awareness Week and March 21, 2020, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
This measure would provide that the Legislature shall be in joint recess from March 20, 2020, until April 13, 2020, except as specified.
This measure would designate the week of February 24, 2020, to March 1, 2020, as Eating Disorders Awareness Week.
Existing law creates the Los Angeles County Metropolitan Transportation Authority as the single successor agency to the Southern California Rapid Transit District and the Los Angeles County Transportation Commission. Existing law vests the authority with specified powers and duties relative to transportation planning, programming, and operations in the County of Los Angeles. Existing law authorizes the authority to acquire rights-of-way and to construct rail lines, stations, and other facilities for rapid transit service. This bill would require the authority, or another public agency, if it constructs a light rail project within the right-of-way for the West Santa Ana Branch Transit Corridor, to include or construct, as applicable, 11 specified stations as part of an initial operating segment.
