Existing law, the Donahoe Higher Education Act, sets forth the missions and functions of the segments comprising the state's postsecondary education system. These segments are the University of California, administered by the Regents of the University of California, the California State University, administered by the Trustees of the California State University, the California Community Colleges, administered by the Board of Governors of the California Community Colleges, independent institutions of higher education, and private postsecondary educational institutions. This bill would add to the act a provision declaring a finding of the Legislature that there is a need for more housing to be provided for students at the campuses of the postsecondary educational institutions of this state.
Existing law provides for the licensure and regulation of marriage and family therapists, licensed educational psychologists, licensed clinical social workers, and licensed professional clinical counselors by the Board of Behavioral Sciences. Existing law requires applicants for licensure and licensees under those acts to pay specified fees for licensure, license renewal, and examinations, and requires licensees who renew their license after allowing it to expire to pay delinquency fees. Existing law requires the board to establish the required fees at or below the maximum amounts specified under the act. This bill would revise and recast the fees described above. The bill would establish new minimum fee amounts, and would authorize the board to adopt regulations to set the fees at a higher amount up to the prescribed maximum. The bill would require the delinquency fee to be 12 of the fee for license renewal. Existing law requires marriage and family therapists, licensed educational psychologists, licensed clinical social workers, and licensed professional clinical counselors to comply with specified continuing education requirements, and requires the board to fund the administration of those continuing education requirements through continuing education provider fees. This bill would remove the requirement that the board fund the administration of continuing education requirements through continuing education provider fees.
(1) Existing law requires a person engaged in a trade or business who negotiates primarily in Spanish, Chinese, Tagalog, Vietnamese, or Korean, before entering into specified contracts or agreements, to deliver to the other party a translation of the contract or agreement in the language in which the contract or agreement was negotiated, including a loan or extension of credit secured other than by real property, or unsecured, for use primarily for personal, family, or household purposes. This bill would specify that "loan or extension of credit" includes a contract or agreement to finance or secure a bail bond or immigration bond for the release of a detained individual. (2) Existing law, the Consumers Legal Remedies Act, makes unlawful certain acts identified as unfair methods of competition and unfair or deceptive acts or practices undertaken by a person in a transaction for the sale or lease of goods or services to a consumer, and defines "services" and "consumer" for purposes of those provisions. This bill would include within the definition of "services" the securing or financing of a bail bond or immigration bond for the release of an individual from detention and would define "consumer" to include an individual who, for the purpose of their release or another person's release from detention, seeks or acquires services to finance or secure a bail bond or immigration bond. (3) Existing law, the Rosenthal Fair Debt Collection Practices Act, prohibits debt collectors from engaging in unfair or deceptive acts or practices in the collection of consumer debts and defines "consumer debt" and "consumer credit" for purposes of that act. This bill would include within the definition of "consumer debt" money owing from a transaction for services to finance or secure a bail bond or immigration bond for the release of a detained individual. (4) Existing law requires a creditor to deliver to a person a specified notice before the person is obligated on a consumer credit contract, and defines "consumer credit contract" for those purposes to include loans or extensions of credit secured by other than real property, or unsecured, for use primarily for personal, family, or household purposes. This bill would specify that "loans or extensions of credit" includes an agreement or contract between an individual and another party to finance or secure a bail bond or immigration bond for the release of an individual from detention. (5) This bill would declare that the changes are declaratory of existing law and would make a legislative finding to that effect.
This measure would proclaim January 23, 2020, as Maternal Health Awareness Day, to draw attention to the efforts that have improved maternal health in California and to highlight the need for continued improvement of maternal health for all women.
This measure would call on the Department of Homeland Security (DHS) to extend the REAL ID deadline for air travel by at least 3 years to ensure there is not a disruption in air travel.
This measure would designate the month of January 2020 as Positive Parenting Awareness Month in California.
This measure, among other things, would declare that California is a Reproductive Freedom State for All and provide that the Legislature is committed to guaranteeing the constitutionally protected right to an abortion and supporting efforts to increase access to the best available reproductive and pregnancy-related care for women and pregnant individuals.
This measure would proclaim January 13, 2020, as Korean American Day.
