The California Constitution requires the Legislature to provide for the disqualification of electors while mentally incompetent or imprisoned or on parole for the conviction of a felony. Existing statutory law, for purposes of determining who is entitled to register to vote, defines imprisoned as currently serving a state or federal prison sentence. This measure would instead direct the Legislature to provide for the disqualification of electors who are serving a state or federal prison sentence for the conviction of a felony. This measure would also delete the requirement that the Legislature provide for the disqualification of electors while on parole for the conviction of a felony. The measure would provide for the restoration of voting rights upon completion of the prison term.

Existing law provides for the CalFresh program, under which supplemental nutrition assistance benefits allocated to the state by the federal government are distributed to eligible individuals by each county. Existing law requires each campus of the California State University and the California Community Colleges, and requests each campus of the University of California, to include on the internet website-based account for an enrolled student notification of, and a link to information on, specified public services and programs, including the CalFresh program. Existing law, until January 1, 2022, also encourages the Regents of the University of California, requires the Trustees of the California State University, and authorizes the Board of Governors of the California Community Colleges to designate as a "hunger-free campus" each of the institutions' respective campuses that meet specified criteria, including having a campus employee designated to help ensure that students have the information they need to enroll in CalFresh. This bill would require the Trustees of the California State University and the Board of Governors of the California Community Colleges, and encourage the Regents of the University of California, to, no later than July 1, 2021, and in consultation with the State Department of Social Services and county human services agencies, establish a CalFresh student outreach program to provide students with a link to an internet website with information on applying for CalFresh benefits and to provide students with the name and telephone number of the CalFresh eligibility worker on their respective campus, if one is available. The bill would require a college within those institutions to implement the program by text message, if the college has an existing text message system, or, if not, by email. By imposing additional duties on community colleges to implement these provisions, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
This measure would recognize June 19, 2020, as Juneteenth and would urge the people of California to join in celebrating Juneteenth as a day to honor and reflect on the significant role that African Americans have played in the history of the United States and how they have enriched society through their steadfast commitment to promoting unity and equality.
This measure would proclaim February 20, 2020, as Introduce a Girl to Engineering Day.
This measure would recognize February 2020 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, encourage the people of California to recognize the many talents of African Americans and the achievements and contributions they make to their communities to create equity and equality for education, economics, and social justice, and recognize the significance in protecting citizens' right to vote and remedying racial discrimination in voting.
Existing law authorizes a school district to help pay for all or part of the costs of one or more advanced placement examinations that are charged to economically disadvantaged pupils. This bill would establish the Advanced Placement Test Fee Reimbursement Program, to be administered by the State Department of Education, for purposes of covering the costs of advanced placement examination fees for eligible low-income high school pupils and foster youth high school pupils in the 2020–21 school year, as specified. The bill would make implementation of the program contingent on an appropriation made for these purposes.
This measure would proclaim March 15, 2020, to March 22, 2020, as California Down Syndrome Awareness Week and March 21, 2020, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
