Existing law requires emergency services and care to be provided to any person requesting the services or care, or for whom services or care is requested, for any condition in which the person is in danger of loss of life, or serious injury or illness, at a licensed health facility, as described, that maintains and operates an emergency department, as specified. Existing law prohibits a person needing emergency services and care from being transferred from a hospital to another hospital for any nonmedical reason unless specified conditions are met. Existing law makes a hospital that is found by the State Department of Public Health to have committed or to be responsible for a violation of these and other specified requirements subject to a civil penalty. Under existing law, when a person, as a result of mental health disorder, is a danger to self or others, or is gravely disabled, the person may, upon probable cause, be taken into custody and placed in a facility designated as specified for up to 72 hours for evaluation and treatment. This bill would require the department to develop and issue, no later than January 1, 2023, best practices for discharging a patient from an emergency department of a hospital if a patient presents behavioral health concerns, is to be released from the hospital, and is not to be taken into custody as a result of a mental health disorder, as described above.

Existing law establishes a system of public elementary and secondary education in this state. Under this system, local educational agencies throughout the state provide instruction and other services to pupils in kindergarten and in grades 1 to 12, inclusive. Existing law establishes various state commissions and committees with responsibilities relating to this system, including the Educational Management and Evaluation Commission. Existing law establishes the commission to assist and advise the State Board of Education in the evaluation of the program achievement of educational programs, in the determination of the relative cost-effectiveness of educational programs, and in the making of recommendations concerning the expanded use, modification, or replacement of educational programs so as to produce a higher degree of program achievement and cost-effectiveness. This bill would delete the provisions establishing the commission and terminate its existence.
The State Civil Service Act prescribes a comprehensive civil service personnel system for the state and specifically provides certain preferences for veterans. The act provides that a department or designated appointing authority may use a document signed by the applicant's commanding officer of the military to facilitate a request for Veterans' preference by a currently serving active duty member of the United States Armed Forces in order to verify that applicant's military service. This bill would instead require that a department or designated appointing authority use the above-described document to facilitate the request.
This measure would declare March 5, 2020, as Family Justice Center Day in California and would recognize the lifesaving and hope-giving work of the California Family Justice Center Network and its member Family Justice Centers as they work with rape crisis centers, domestic violence shelters, human trafficking agencies, prosecutors' offices, law enforcement agencies, and other professionals and community-based organizations to ensure that adult and child survivors of trauma can access all of their services in one setting.
This measure would recognize March 7, 2020, as California Arbor Day, and would urge California residents to observe the day with appropriate tree-planting activities and programs.
This measure would memorialize the achievements of Rosa Parks in the Civil Rights Movement and would commemorate the 20th Anniversary of Rosa Parks Day in California on February 4, 2020.
Existing law authorizes the Department of Motor Vehicles to permit inspection of, or sell, or both, information from its records concerning the registration of a vehicle or information from the files of drivers' licenses at a charge sufficient to pay at least the actual cost to the department for providing the inspection or sale of that information, except as specified. This bill would instead provide that the charge for providing the inspection or sale of the information shall not exceed the actual cost to the department.
