This measure would proclaim March 2022 as American Red Cross Month and would dedicate it to all those who continue to advance the noble legacy of the organization's founder. The measure would encourage all Californians to reach out, support the organization's humanitarian mission, and join in their commitment to care for people in need.
This measure would proclaim March 20, 2022, to March 26, 2022, as California Down Syndrome Awareness Week and March 21, 2022, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
This measure would designate the week of March 13, 2022, to March 19, 2022, inclusive, as Family Physician Week.
This measure would, among other things, designate March 2022 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.

Existing law generally provides that everyone is responsible, not only for the result of their willful acts, but also for an injury occasioned to another by that person's want of ordinary care or skill in the management of their property or person, except as specified. This bill would exempt a nonprofit charitable organization, as defined, from civil liability for an injury occurring on its premises and resulting from the provision of services to homeless persons, unless the injury results from gross negligence or intentional misconduct.
The California Constitution requires the governing body of a county to provide for the number, compensation, tenure, and appointment of employees. This measure would provide an exception to the requirements described above by requiring an elected county officer, other than a member of the governing body, to provide for the appointment and tenure of employees within their office. The California Constitution requires a county charter to provide for the fixing and regulation by governing bodies, by ordinance, of the appointment and number of assistants, deputies, clerks, attachés, and other persons to be employed, and for the prescribing and regulating by such bodies of the powers, duties, qualifications, and compensation of such persons, the times at which, and terms for which they shall be appointed, and the manner of their appointment and removal. This measure would provide an exception to the requirements described above by requiring an elected officer, other than a member of the governing body, to be responsible for the fixing and regulation of the appointment of assistants, deputies, clerks, attachés, and other persons to be employed within the office of the elected officer, and to be responsible for the prescribing and regulating of the times at which, and terms for which, the employees are appointed, and the manner of their appointment and removal.
Existing law, the Motor Vehicle Fuel Tax Law, imposes a tax upon each gallon of motor vehicle fuel removed from a refinery or terminal rack in this state, entered into this state, or sold in this state, at a specified rate per gallon. This bill would suspend the imposition of the tax on motor vehicle fuels for 6 months. The bill would direct the Controller to transfer a specified amount from the General Fund to the Motor Vehicle Fuel Account in the Transportation Tax Fund. By transferring General Fund moneys to a continuously appropriated account, this bill would make an appropriation. This bill would declare that it is to take effect immediately as an urgency statute.
