Relative to Asian Pacific American Mental Health Day.

This measure would recognize May 10, 2010, and each May 10 thereafter, as Asian Pacific American Mental Health Day, and acknowledge the importance of raising awareness about mental health in the Asian Pacific American community.

Shelled eggs: sale for human consumption: compliance with animal care standards.

Existing law, the Sherman Food, Drug, and Cosmetic Law, requires the State Department of Public Health to regulate manufacturing, sales, labeling, and advertising activities related to food, drugs, devices, and cosmetics in conformity with the federal Food, Drug, and Cosmetic Act, including, but not limited to, prohibition against the receipt in commerce of any adulterated food, as defined. A violation of these provisions is a crime. Existing law, enacted as Proposition 2, an initiative measure approved by the voters at the November 4, 2008, statewide general election, establishes, commencing January 1, 2015, specified farm animal treatment standards. This bill would, commencing January 1, 2015, prohibit the sale of a shelled egg for human consumption if it is the product of an egg-laying hen that was confined on a farm or place that is not in compliance with those animal care standards and would make violations of these provisions a crime. This bill would declare that its provisions are severable. By creating a new crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Relative to the California Task Force on Youth and Workplace Wellness.

This measure would continue the existence and set forth the membership of the California Task Force on Youth and Workplace Wellness, to perform duties to promote fitness and health in schools and workplaces. It would permit the task force to accept private funds and in-kind donations, require the task force to submit a report on its work to the Legislature on or before June 30, 2012, and provide that the task force would cease to exist on July 1, 2014, unless its existence is extended by a later enacted resolution.

Wildlife management areas: nontoxic shot.

The Ridley-Tree Condor Preservation Act requires the use of nonlead centerfire rifle and pistol ammunition when taking big game and coyote within specified areas. Existing law generally provides that a violation of the fish and game laws is a crime. This bill, commencing July 1, 2011, would prohibit the possession or use of any shotgun shell loaded with anything other than nontoxic shot, as defined, when taking migratory game birds, resident small game, or nongame species under the authority of a hunting license within a wildlife management area, as defined. Under the bill, a person who violates that prohibition would be guilty of an infraction punishable by a $500 fine for the first offense. Because the bill would create a new crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Relative to the Port Chicago disaster.

This measure would memorialize Congress and the President of the United States to act to vindicate the sailors unjustly blamed for, and the sailors convicted of mutiny following, the Port Chicago disaster, and to rectify any mistreatment by the military of those sailors, as specified.

Relative to gang violence prevention.

This measure would urge Congress and the President to establish more effective mechanisms by which the federal government may encourage comprehensive local gang violence reduction plans that reflect promising and best practices and that combine gang prevention, intervention, and suppression strategies, by providing greater flexibility in the use of federal funds for multijurisdictional and cross-disciplinary approaches.

Relative to Buy California Small Business First Month.

This measure would proclaim May 2010 as Buy California Small Business First Month to raise awareness that when California consumers, businesses, colleges, universities, and governmental agencies choose to first support California small businesses when making purchasing decisions, a wave of positive economic impacts occurs within the state and local economies.
