Existing law requires elections officials to provide a registered voter with a sample ballot, voter pamphlet, directions to the nearest polling place, and other ballot materials by mail within designated timeframes before a primary or general election. This bill would authorize county and city elections officials, if specified conditions and deadlines are met, to establish procedures to allow a voter to opt out of receiving his or her sample ballot and other ballot materials by mail and instead obtain them via electronic means such as e-mail or accessing them from a county's or city's Internet Web site.

Existing law provides that every defendant convicted of specified misdemeanors and not granted probation shall, under specified conditions, be permitted by the court to withdraw his or her plea of guilty or nolo contendere and enter a plea of not guilty and the court shall dismiss the accusatory pleading against the defendant. Existing law also authorizes the court to set aside any guilty verdict after trial against the defendant, under those same conditions. In either case, existing law releases the defendant, except as specified, from all penalties and disabilities resulting from the offense of which he or she has been convicted. This bill would change an obsolete cross reference that determines which misdemeanors are exempt from dismissal and relief pursuant to these provisions. It would provide that defendants convicted of infractions, except specified motor vehicle related infractions, shall be permitted to seek dismissal of charges and release from all penalties and disabilities resulting from those offenses, as specified. The bill would also provide that a petition for dismissal of an infraction shall generally be by written declaration, and that the dismissal of an infraction shall not be granted unless the prosecuting attorney receives prior notice of the petition for dismissal, as specified.

Existing law includes as an implement of husbandry, among other things, any vehicle that is operated upon a highway only for the purpose of transporting agricultural products and is in no event operated along a highway for a total distance greater than one mile from the point of origin of the trip. This bill would add an all-terrain vehicle used in agricultural operations as an implement of husbandry.

Existing law makes it unlawful for any association of persons to engage, directly or indirectly, in the soliciting of donations or in selling salvageable personal property obtained by soliciting, except qualified charitable organizations, as described, that meet specified requirements. Existing law authorizes counties and cities to impose additional requirements for the privilege of soliciting and selling salvageable personal property within their jurisdictions. This bill would impose requirements for the placement of statements specifying prescribed information on collection boxes, as defined. The bill specifies that its provisions shall not be deemed to supersede the authority of the Department of Justice or to limit a city, county, or city and county from regulating, monitoring, or prohibiting collection boxes. The bill would also allow the city, county, or city and county to declare a collection box that is in violation of these provisions to be a public nuisance and to impose additional requirements on the solicitation and sale of salvageable personal property within its jurisdiction.

This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.

This measure would memorialize the United States Senate to ratify, and the President to sign, the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, and would memorialize the Congress of the United States and the President to enact appropriate legislation that addresses the concerns expressed in this measure.

This measure would proclaim the 3rd Monday of each September as California Memorial Project Remembrance Day in California, to honor and restore dignity to individuals who lived and died in California institutions.

This measure would urge the United States Congress to pass the International Violence Against Women Act, and establish the offices and policies therein.

This measure would recognize May 10, 2010, and each May 10 thereafter, as Asian Pacific American Mental Health Day, and acknowledge the importance of raising awareness about mental health in the Asian Pacific American community.

This measure would continue the existence and set forth the membership of the California Task Force on Youth and Workplace Wellness, to perform duties to promote fitness and health in schools and workplaces. It would permit the task force to accept private funds and in-kind donations, require the task force to submit a report on its work to the Legislature on or before June 30, 2012, and provide that the task force would cease to exist on July 1, 2014, unless its existence is extended by a later enacted resolution.
