Outdoor advertising displays: arenas.

The Outdoor Advertising Act provides for the regulation by the Department of Transportation of advertising displays, as defined, within view of public highways. The act exempts from certain of its provisions specified advertising displays located on the premises of an arena or that have been authorized, as of January 1, 2019, by, or in accordance with, a local ordinance as part of a specific plan or sign district adopted in connection with the approval of the arena and that are subject to specified conditions. This bill would extend the date of this authorization to January 1, 2021.

Relative to sex characteristics.

This measure would, among other things, call upon stakeholders in the health professions to foster the well-being of children born with variations of sex characteristics through the enactment of policies and procedures that ensure individualized, multidisciplinary care, as provided.

Relative to Confederate names and statues.

This measure would urge the Congress and the President of the United States to rename any federal buildings, parks, roadways, highway markers, landmarks, or other federally owned property, such as United States military bases, that bear the names of elected or military leaders of the Confederate States of America and would urge the Congress that statues or busts of elected or military leaders of the Confederate States of America in the United States Capitol be removed and placed in museums where they can be viewed in proper historic context.

Relative to the 23 Asilomar AI Principles.

This measure would express the support of the Legislature for the 23 Asilomar AI Principles as guiding values for the development of artificial intelligence and of related public policy.

Interception of electronic communications.

Existing law, until January 1, 2020, requires an application for an order authorizing the interception of wire or electronic communications to be made in writing upon the personal oath or affirmation of the Attorney General, Chief Deputy Attorney General, or Chief Assistant Attorney General, Criminal Law Division, or of a district attorney or person designated to act as district attorney. Until January 1, 2020, existing law authorizes a court to issue an order authorizing interception of wire or electronic communications if the judge finds, among other things, that there is probable cause to believe an individual is committing, has committed, or is about to commit one of several offenses, including importing, possessing for sale, transporting, manufacturing, or selling certain controlled substances, as specified. This bill would add fentanyl to the list of controlled substances for which interception of wire or electronic communications may be ordered pursuant to those provisions.

This measure would proclaim November 2018 as Epilepsy Awareness Month and call for a recommitment to increasing awareness and understanding of those living with epilepsy.

Federal zero tolerance immigration policy: family separation.

This measure would urge President Trump, United States Attorney General Sessions, the United States Department of Justice, the United States Department of Homeland Security, and all other relevant federal departments to immediately cease the implementation of the "zero tolerance" federal immigration policy and to not propose any additional inhumane immigration policies in the future. The measure would further call for compassion and decency for all individuals, families, and children who arrive at our borders seeking a better life.

Relative to pet fire safety.

This measure would urge pet owners in the state to take specified actions to prevent harm to pets caused by fire, prepare for fire emergencies at home, and take precautions to ensure the safe location, rescue, care, and medical treatment of all pets in the event of a wildfire in or around a pet owner's home.

Infractions: community service.

Existing law authorizes a court to sentence a person convicted of an infraction to perform community service in lieu of the total fine, as defined, that would otherwise be imposed, upon a showing that payment of the total fine would pose a hardship on the defendant or his or her family. Existing law requires the defendant to perform community service at the hourly rate applicable to community service work performed by criminal defendants. This bill would instead require the court to permit the person to elect to perform community service in lieu of the total fine upon making the above-described showing of hardship to the court. To the extent that the bill would expand the scope of persons performing community service and would increase the duties of county officials, the bill would impose a state-mandated local program. The bill would also value the hourly rate applicable to the community service performed instead at double the minimum wage set for the applicable calendar year, based on the schedule for an employer who employs 25 or fewer employees, as specified. The bill would authorize a court by local rule to increase the amount that is credited for each hour of community service performed, to exceed that hourly rate. The bill would also make clarifying changes to the definition of "total fine" and would make other technical, nonsubstantive changes. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
