Existing law authorized the construction of a memorial to California's Vietnam veterans on the grounds of the State Capitol, as specified, and provided that funds for the construction of the memorial would be provided through private contributions. Existing law requires the Department of Veterans Affairs to establish a statewide Veterans Memorial Registry, and to make it available on that department's Internet Web site. This bill, until January 1, 2020, would require the department to annually compile a list of names of Vietnam veterans to be added to the memorial, as specified. The bill would require the department to form a specified committee to review and consider requests from the public to include names on the memorial, as specified. The bill would authorize the names on the list to be added to the memorial if specified requirements are met, including that adequate private funding is available.

Existing law, the Palo Verde Irrigation District Act, establishes the Palo Verde Irrigation District with the purpose of, among other things, providing a unified and comprehensive method of supplying the district, as defined, with water for irrigation and domestic uses and protecting lands within the district from floodwaters of the Colorado River. Existing law entitles any person, firm, or corporation that owns, or has any interest in, real property or improvements on real property, or both, whose interest or ownership is assessed on the last preceding equalized assessment roll of the district to vote at certain elections related to the district. The act entitles a property owner to one vote for every $100 of assessed valuation on the equalized assessment roll, as specified. This bill would instead entitle a person, firm, or corporation that owns land to vote at the specified elections. This bill would entitle each property owner to one vote for every one acre of land owned, as specified. This bill, by requiring the district to hold a public hearing regarding these changes to the weighted voted system, as prescribed, would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
Existing law establishes the state flag and the state's emblems, including, among other things, the poppy as the official state flower and the California redwood as the official state tree. This bill would establish the California Vietnam Veterans Memorial as the official state Vietnam veterans war memorial.
This measure would declare the week of August 4, 2013, to August 10, 2013, inclusive, to be Dropout Recovery Week, and would state the Legislature's intent to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.
This measure would proclaim July 25, 2013, as Swimmable California Day to recognize Californians' rights to clean and safe waters for swimming and other appropriate activities, and to encourage Californians to enjoy and use their waters.
This measure would proclaim July 27, 2013, as Korean War Armistice Day. It would urge Californians to observe the anniversary and call upon them to honor and give thanks to Korean War veterans. It would also urge Governor Jerry Brown to proclaim July 27, 2013, as Korean War Armistice Day and instruct all state departments, agencies, interest groups, organizations, and individuals to fly the United States flag at half-mast on July 27, 2013, in memory of veterans from this state who died as a result of their service in Korea.
This measure would specify goals for the reform of the nation's immigration system, and would urge Congress and the President of the United States to take a humane and just approach to solving the nation's broken immigration system.
This measure would urge the California State Legislature and the Governor to restore budget funding to early care and education programs and to support efforts to fund and implement the Quality Rating and Improvement System and other programs that support early care and education. The measure would also urge the California State Legislature to commit to improving the public's understanding of the role that early care and education plays in securing an educated, nimble, and stable workforce to help keep California's economy vibrant and strong for years to come.
