This bill would call a special election to be consolidated with the November 4, 2014, statewide general election. The bill would require the Secretary of State to submit to the voters at the November 4, 2014, consolidated election an advisory question asking whether the Congress of the United States should immediately reform our immigration laws and pass comprehensive immigration reform that includes a path to citizenship for immigrants meeting certain requirements, as specified, and whether the President of the United States should halt deportations of those immigrants until that new immigration law is passed. The bill would require the Secretary of State to communicate the results of this election to the Congress of the United States. This bill would declare that it is to take effect immediately as an act calling an election.

Existing law establishes various programs to assist immigrants living within the state, including, but not limited to, the Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants, the Immigrant Workforce Preparation Act, and the Naturalization Services Program. This bill would, until January 1, 2017, establish the California Immigrant Integration Task Force to report, on or before November 4, 2016, recommendations to the Governor and the Legislature on, among other things, protocols and collaboration among governmental agencies, community organizations, educational institutions, and the private sector to assist in the integration of immigrants into California communities. The bill would require the task force to be composed of representatives of certain state entities, immigrant rights advocacy groups, faith-based organizations, and various industries, including, but not limited to, labor, public safety, education, and healthcare, as specified. This bill would declare that it is to take effect immediately as an urgency statute.
This measure would declare that the Legislature joins the County of Riverside in opposing base realignment and closure affecting the Naval Surface Warfare Center, Corona Division, and March Air Reserve Base.
(1) The Economic Revitalization Act establishes the Governor's Office of Business and Economic Development, also known as "GO-Biz," to, among other duties, serve the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. Existing law authorizes the director of GO-Biz to establish and terminate international trade and investment offices outside of the United States as he or she determines is appropriate, if specific requirements are met. Existing law establishes the Economic Development and Trade Promotion Account, a continuously appropriated account, to accept private moneys to fund international trade and investment offices. This bill would, notwithstanding provisions authorizing the director of GO-Biz to establish and terminate international trade and investment offices outside of the United States if specified conditions are satisfied, and to the extent private moneys are available, require the director of GO-Biz, on or before January 1, 2016, to establish and operate, or to create a public-private partnership to establish and operate, an international trade and investment office in Mexico City, Mexico. This bill would require the director of GO-Biz to include information regarding the Mexico City trade and investment office in existing reporting requirements relating to an International Trade and Investment Program, as specified. This bill would require GO-Biz to accept and administer private moneys through the Economic Development and Trade Promotion Account. By expanding the use of a continuously appropriated account, this bill would make an appropriation. This bill would require the Mexico City trade and investment office to, among other things, promote the export of California goods and services into Mexico and facilitate access to educational exchange programs between California and Mexico. (2) Existing law requires the director of GO-Biz to develop an International Trade and Investment Program for the state and to submit the strategy and business plan for the International Trade and Investment Program to the Chief Clerk of the Assembly, the Secretary of the Senate, the Speaker of the Assembly, the President pro Tempore of the Senate, the chair of the Assembly Committee on Jobs, Economic Development, and the Economy and the chair of the Senate Committee on Business, Professions and Economic Development, or respective successor committees, with jurisdiction over the international trade and economic development programs. This bill would also require the director of GO-Biz to submit the strategy and business plan to the Senate Select Committee on California-Mexico Cooperation.
Existing law establishes the California State University, which is administered by the Trustees of the California State University, as one of the segments of public postsecondary education in this state. Existing law authorizes the trustees to, by rule, require all persons to pay fees, rents, deposits, and charges for services, facilities, or materials provided by the trustees to such persons, and requires the trustees to control and expend all money appropriated for the support and maintenance of the California State University. This bill would appropriate $22,000,000 to the California State University for purposes of enrolling additional students. The bill would express legislative intent that the appropriated funds be used for specified matters and would include legislative findings and declarations related to student enrollment.
Existing law requires the Governor, in conjunction with the Governor's Budget, to submit annually to the Legislature a proposed 5-year infrastructure plan containing specified information concerning infrastructure needed by state agencies, public schools, and public postsecondary educational institutions, and a proposal for funding the needed infrastructure. This bill would require the infrastructure plan to include additional information, including, but not limited to, information related to infrastructure identified by state and federal transportation authorities, recommendations for private sector financing, and strategies to address state goods movement needs, as specified.
(1) Under existing law, when the Department of Motor Vehicles determines that an applicant is lawfully entitled to a driver's license, the department is required to issue that license to the applicant. Existing law specifies the contents of a driver's license and requires the application for a driver's license or identification card to contain a space for an applicant to indicate whether he or she has served in the Armed Forces of the United States and to give his or her consent to be contacted regarding eligibility to receive state or federal veterans' benefits. This bill would, commencing November 11, 2015, allow an applicant for a driver's license or identification card to allow a person to request the driver's license or identification card be printed with the word "VETERAN." The applicant would be required to present to the Department of Motor Vehicles, on a form developed jointly by the Department of Veterans Affairs and the Department of Motor Vehicles, proof of veteran status. The bill would require county veterans service offices to verify an applicant's veteran status for these purposes, as specified. The department would be required to print the word "VETERAN" on the face of a driver's license or identification card issued to a person who makes that request and presents that verification to the department. (2) Existing law establishes certain fee amounts for the applications for, and renewal of, driver's licenses and identification cards. This bill would authorize the department to charge an additional fee in an unspecified amount to a person who requests that the person's driver's license or identification card be designated as provided above.
Existing law requires the Department of Veterans Affairs to disburse funds, appropriated to the department for the purpose of supporting county veterans service officers pursuant to the annual Budget Act, on a pro rata basis, to counties that comply with certain conditions. This bill would authorize the department, in conjunction with the California Association of County Veterans Service Officers, no later than July 1, 2015, to develop an allocation formula based upon performance standards that encourage innovation and reward outstanding service by county veterans service officers, and, if that allocation formula is developed, the bill would require those moneys appropriated for support of county veterans service offices in the annual Budget Act to be allocated in accordance with that formula, as specified.
This measure would call upon all Californians to observe César Chávez's birthday, March 31, as a day of public service, to recognize the hard work and self-sacrifice that farmworkers go through to feed all the families in our state, and to learn from César Chávez's life and his mission of nonviolence, social justice, and selfless service to others.
(1) Existing law establishes a system of public elementary and secondary schools maintained and operated by local educational agencies throughout the state. Existing law establishes a system of public postsecondary education in this state, consisting of the California Community Colleges, the California State University, and the University of California. The University of California administers Student Academic Preparation and Educational Partnerships with the goal of raising student achievement levels generally and to close achievement gaps among groups of students from kindergarten to the postgraduate level. Existing programs within the Student Academic Preparation and Educational Partnerships (SAPEP) include the Early Academic Outreach Program (EAOP) , the Mathematics, Engineering, Science Achievement (MESA) program, and the Puente program. This bill would express legislative intent to provide increased financial support for SAPEP programs and to make it easier for SAPEP students to meet their educational goals. (2) This bill would appropriate $82,243,000 from the General Fund to the Regents of the University of California for allocation, without regard to fiscal year, to Student Academic Preparation and Educational Partnerships. The bill would further provide that, of the amount appropriated under this provision, an unspecified amount would be allocated to the Puente program.
