Homelessness Action Authority: County of Los Angeles.

Existing law, the Joint Exercise of Powers Act, authorizes 2 or more public agencies, by agreement, to form a joint powers authority to exercise any power common to the contracting parties, as specified. Existing law authorizes the agreement to set forth the manner by which the joint powers authority will be governed. Existing law specifically authorizes the creation of the San Gabriel Valley Regional Housing Trust, a joint powers authority, consisting of specified entities, including the County of Los Angeles, for the purposes of funding housing to assist the homeless population and persons and families of extremely low, very low, and low income within the San Gabriel Valley Region. This bill would similarly authorize the creation of the Homelessness Action Authority, a joint powers authority, by the County of Los Angeles, the City of Los Angeles, and any other city within the jurisdiction of the County of Los Angeles, with the stated purpose of funding housing to assist the homeless population and persons and families of extremely low, very low, and low income within the County of Los Angeles. This bill would authorize the Homelessness Action Authority to, among other things, exercise land use authority over the property it owns, oversee the administration of social service programs administered by the County of Los Angeles, issue bonds, acquire land through eminent domain, and fund the planning and construction of housing for the homeless population. Upon creation of the authority, the bill would require the authority to be a recipient of new state and federal funding designated for combating homelessness in the County of Los Angeles and to be a conduit in the County of Los Angeles that will review and approve homelessness projects and program proposals from public agencies, nonprofit organizations, and private entities, as specified. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Los Angeles and the City of Los Angeles.

Personal Income Tax Law: refundable credit: student loan debt.

The Personal Income Tax Law allows various credits against the taxes imposed by that law. Existing law establishes the continuously appropriated Tax Relief and Refund Account and provides that payments required to be made to taxpayers or other persons from the Personal Income Tax Fund are to be paid from that account, including any amount to be paid as a refundable tax credit in excess of any tax liabilities. This bill would, for the taxable year beginning on or after January 1, 2022, and before January 1, 2023, allow a credit against those taxes for a qualified taxpayer in a specified amount. The bill would define "qualified taxpayer" for this purpose to mean a taxpayer with a degree from a university headquartered in the state who has worked in public service, as defined, for at least 5 years, and who has at least $5,000 in federal student loan debt, as defined. The bill would provide the amount of the credit would be equal to the lesser of the federal student loan debt of the qualified taxpayer or $10,000. This bill would require the amount of the credit exceeding the taxpayer's liability to be credited against other amounts due, if any, and would require the balance, upon appropriation by the Legislature, to be paid from the Tax Relief and Refund Account and refunded to the taxpayer. Existing law requires any bill authorizing a new tax expenditure to contain, among other things, specific goals, purposes, and objectives that the tax expenditure will achieve, detailed performance indicators, and data collection requirements. This bill would require the Franchise Tax Board to submit, on or before January 10, 2024, a report to the Legislature on the number of qualified taxpayers allowed the credit and the total dollar value of credits allowed. The bill would provide findings and declarations relating to the goals, purposes, and objectives of the tax credit. This bill would take effect immediately as a tax levy.

Relative to American Red Cross Month.

This measure would proclaim March 2022 as American Red Cross Month and would dedicate it to all those who continue to advance the noble legacy of the organization's founder. The measure would encourage all Californians to reach out, support the organization's humanitarian mission, and join in their commitment to care for people in need.

California Down Syndrome Awareness Week and Day.

This measure would proclaim March 20, 2022, to March 26, 2022, as California Down Syndrome Awareness Week and March 21, 2022, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.

Relative to Irish American Heritage Month.

This measure would, among other things, designate March 2022 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.
