Relative to Alzheimer's and Brain Awareness Month and The Longest Day.

This measure would recognize June 2015 as Alzheimer's and Brain Awareness Month, and June 21, 2015, as The Longest Day in California, and would urge all residents to wear purple on this day to help spread global awareness of the Alzheimer's Association's vision of imagining a world without Alzheimer's disease.

Relative to veterans business enterprise.

This measure would request the Congress of the United States of America to further amend the GI Bill of Rights to make benefits available to veterans for use as startup capital in the establishment of first businesses.

Relative to California-Grown Flower Month.

This measure would proclaim June 2015 as California-Grown Flower Month to recognize and honor the men and women of the California-grown flower industry for their dedication and productivity.

Parking violations: penalties.

Existing law establishes a process by which a person who has received a notice of a parking violation or a notice of a delinquent parking violation may contest the notice. Existing law provides for an administrative hearing, conducted by an examiner, as specified, as part of that process. If after the hearing the examiner determines that the person committed the violation, existing law authorizes the examiner to allow the person to pay the penalty for the violation in installments, and authorizes the agency that issued the notice to allow deferred payment of the penalty or payment of the penalty in installments if the person provides satisfactory evidence of an inability to pay the penalty in full. This bill would authorize the examiner or the issuing agency to allow payment of the penalty in installments, or allow the issuing agency to allow deferred payment of the penalty, at any stage of the process described above. This bill would also authorize the issuing agency to allow payment of the penalty in installments if the person does not contest the violation.

Community colleges: emergency preparedness standards.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Under existing law, the board of governors appoints a chief executive officer, known as the Chancellor of the California Community Colleges. Existing law requires the Office of the Chancellor of the California Community Colleges, in consultation with the Office of Emergency Services, to develop emergency preparedness standards and guidelines to assist community college districts and campuses in the event of a natural disaster, hazardous condition, or terrorist activity, as specified. This bill would require the chancellor's office to review and update, as necessary, these emergency preparedness standards on or before January 1, 2017, and every 5 years thereafter, and consider including an active shooter response plan, as specified.

Ontario International Airport.

The California Airport District Act provides for creation of airport districts having responsibility for the development of airports, spaceports, and air navigation facilities within or including the territories of one or more counties or cities. This bill would authorize the City of Ontario to issue revenue bonds, for the purpose of financing the acquisition of the Ontario International Airport from the City of Los Angeles, that are secured solely by the revenues and charges at the Ontario International Airport. The bill would require a public agency that acquires the Ontario International Airport to comply with specified conditions relating to incumbent workers, except as provided.

Relative to humanitarian resettlement.

This measure would urge Congress and the President of the United States to expand the Humanitarian Resettlement Program to allow disabled veteran officers of the South Vietnamese Army currently living in the Socialist Republic of Vietnam to enter the United States.
