Under existing law, the State Department of Health Care Services is responsible for administering state alcohol and drug programs by, among other things, providing funds to counties for the planning and implementation of local programs to alleviate problems related to alcohol and other drug use and reviewing and executing contracts for drug and alcohol services submitted for state or federal funds allocated or administered by the department. This bill would, until December 31, 2018, authorize the department to establish a program for the purpose of making grants or loans to residential treatment centers that are expanding services or to substance use disorder treatment service facilities that are expanding to provide residential treatment services, as specified. The bill would establish the Residential Treatment Facility Expansion Fund, a continuously appropriated fund, as specified, and would transfer $120,000,000 from the General Fund to the Residential Treatment Facility Expansion Fund for the purpose of implementing the program. The bill would make related legislative findings and declarations. By creating a continuously appropriated fund and authorizing its expenditure, the bill would make an appropriation.
This measure would proclaim February 14, 2016, as V-Day to encourage all Californians to become more aware about and prevent violence against women.
This measure would declare May 18, 2016, as the 28th Annual State Scientist Day, as a tribute to the dedication and professionalism of the state scientists who work on behalf of all the residents of California.
This measure would recognize "Women Warriors" by proclaiming the week of March 14, 2016, to March 20, 2016, inclusive, as Women's Military History Week in California and would encourage Californians to recognize, among other things, the contributions of women to our military and our freedom and the historic lifting of the ban on women in combat on January 24, 2013.
This measure would proclaim March 23, 2016, as Pakistani American Day and would urge all Californians to join in celebrating Pakistani American Day.
Existing law, the Lanterman Developmental Disabilities Services Act, requires the State Department of Developmental Services to enter into contracts with private nonprofit corporations to operate regional centers for the provision of community services and support for persons with developmental disabilities and their families. Existing law sets forth the duties of the regional centers, including, but not limited to, development of individual program plans, the purchase of needed services to implement the plan, and monitoring of the delivery of those services. Existing law requires the regional center contracts and agreements with service providers in which rates are determined through negotiations between the regional center and the service providers to expressly require that not more than 15% of regional center funds be spent on administrative costs, as defined. This bill would require all regional center contracts or agreements with contracting entities that provide in-home respite services and that have an annual revenue attributable to in-home respite services provided to regional center consumers of at least $7,000,000, as specified, to expressly require that at least 85% of regional center funds be spent on direct service expenditures, as defined.
