Student safety: crime reporting.

The federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) requires eligible institutions of higher education participating in federal student assistance financial grant programs or federal work study programs to collect and annually prepare, publish, and distribute to current students and employees, and to applicants for enrollment or employment upon request, an annual security report containing information with respect to the campus security policies and campus crime statistics of that institution. The federal act further requires that the institutions annually file statistics concerning the occurrence of crimes on campus or on noncampus buildings or property, with the United States Secretary of Education. The federal Violence Against Women Reauthorization Act of 2013 requires each of these institutions to include in these reports a statement of policy regarding the institution's programs to prevent domestic violence, dating violence, sexual assault, and stalking and the procedures the institution will follow once an incident of domestic violence, dating violence, sexual assault, or stalking has been reported, as specified. Existing law requires the State Auditor, every 3 years, to report the results of an audit of a sample of not less than 6 institutions of postsecondary education that receive federal student aid, to evaluate the accuracy of their statistics and the procedures used by the institutions to identify, gather, and track data for publishing, disseminating, and reporting accurate crime statistics in compliance with the Clery Act, and to report the results of those audits to the respective chairs of the Assembly Committee on Higher Education and the Senate Committee on Education. This bill would require the State Auditor to include in this audit an evaluation of the institutions' compliance with state law governing crime reporting and the development and implementation of student safety policies and procedures.

Postsecondary education: University of California: student transfers.

Existing law establishes the University of California, under the administration of the Regents of the University of California, and the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as 2 of the segments of public postsecondary education in this state. Existing law requests the University of California to continue its examination of articulation of lower division major prerequisites in high-demand transfer majors with a goal of working in collaboration with the California Community Colleges to design community college transfer degrees that provide students adequate preparation for entry into a major. Existing law also requests the University of California to consider and implement other specified actions to increase transfer between the university and the California Community Colleges. This bill would request the regents to submit annual reports, on or before March 1 in each year from 2017 to 2022, inclusive, on specified topics relating to community college student transfers to the University of California.

California's community-based developmental services system: 50th anniversary.

This measure would recognize the year of 2016 as the 50th anniversary of California's community-based developmental services system, and would reaffirm the commitment of the Legislature to support this system. This measure would declare the importance of ensuring a sustainable system that protects the rights of individuals with developmental disabilities.

Relative to Calexico West Land Port of Entry project.

This measure would respectfully urge Congress to appropriate $248 million in funding to complete Phase 2 of the Calexico West Land Port of Entry reconfiguration and expansion project in order to realize the benefits the improvements of this project will have on the nation's economy.

Supplemental Nutrition Assistance Program: cash-out policy.

This measure would request the federal government to change federal policy in order to allow California to equitably end the Supplemental Nutrition Assistance Program (SNAP) cash-out policy, administered through the Supplemental Security Income (SSI) and the State Supplementary Payment (SSP) programs, in a way that would maximize benefits to, and participation among, newly eligible individuals and mitigate or eliminate harm to low-income families and the approximately 60,000 medically needy children who could be made ineligible for certain benefits under a program without the cash-out policy.
