This measure proclaims the month of October 2017 as Republic of Vietnam Month, in commemoration of the 61st anniversary of the adoption of the first Constitution of the Republic of Vietnam, in honor of the lives lost for freedom and democracy during the Vietnam War, and in recognition of the positive contributions of Vietnamese Americans to the State of California.

This measure would proclaim the week of August 13, 2017, to August 19, 2017, inclusive, as National Health Center Week in California.
This measure would designate November as California Sikh American Awareness and Appreciation Month. The measure would recognize and acknowledge the significant contributions that Californians of Sikh heritage have made to the state and would seek to afford all Californians the opportunity to understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. The measure would also condemn all hate crimes and bias incidents against Sikh Americans and encourage all Sikhs to practice their faith freely and fearlessly.
This measure would designate the month of October 2017 as California Hindu American Awareness and Appreciation Month. The measure would also recognize and acknowledge the significant contributions made by Californians of Hindu heritage to our state. By adoption of this resolution, the Legislature seeks to increase awareness and understanding of the Hindu American community.
This measure would call upon the President of the United States to reinstate the mortgage fee reduction promulgated by the Department of Housing and Urban Development under the previous administration.
This measure would urge the President and the Congress of the United States to condemn the government-sanctioned persecution, torture, and murder of gay men in the Chechen Republic, join in solidarity with all lesbian, gay, bisexual, and transgender (LGBT) Russians in their fight for their lives, dignity, and respect, and take action to encourage the United States Citizenship and Immigration Services, consistent with existing federal protocols, to grant asylum and refugee status for individuals fleeing persecution, including individuals fleeing persecution due to their actual or perceived sexual orientation or gender identity.
This measure would support the April 22, 2017, March for Science and affirm the importance of basic and applied scientific research, the scientific education of all schoolchildren, and the foundational role of independent, rigorous scientific discovery and inquiry in the policymaking process at all levels. The measure would urge the President and Congress of the United States to work together to support, encourage, and heed the truths established by scientists and scientific research in policymaking to keep the United States of America the world's global leader in scientific research and business innovation.
Existing law, with regard to disputes concerning collective bargaining agreements for private employment, requires a court to award attorney's fees to a prevailing party in an action to compel arbitration of the disputes unless the other party has raised substantial and credible issues involving complex or significant questions of law or fact regarding whether or not the dispute is arbitrable. Existing law also creates, in this context, a right to attorney's fees for a prevailing party in a court action to compel compliance with the decision or award of an arbitrator or grievance panel regarding the disputes, or for a prevailing appellee in the appeal of the decision of an arbitrator regarding the disputes, unless the other party or appellant, respectively, has raised substantial issues involving complex or significant questions of law. This bill would apply these provisions to public employment. The bill would limit liability for attorney's fees under these provisions to a labor organization or employer.
This measure would proclaim the month of September 2017 as Leukodystrophy Awareness Month, in honor of Clara Maureen McLean, Lindy Suhr, and all other Californians living with, or deceased from, the various forms of leukodystrophy.
