Emergency medical services: workplace violence prevention.

Existing law, the Emergency Ambulance Employee Safety and Preparedness Act, added by initiative measure enacted by the voters by Proposition 11 at the November 6, 2018, statewide general election, requires every emergency ambulance employee, such as emergency medical technicians (EMTs) and paramedics, to receive employer-paid training in specified areas, including preventing violence against emergency ambulance employees and patients. Existing law, the California Occupational Safety and Health Act of 1973, imposes safety responsibilities on employers and employees, including maintaining an effective injury prevention program. Existing law also requires the Occupational Safety and Health Standards Board to adopt standards developed by the Division of Occupational Safety and Health that require specified types of hospitals to adopt a workplace violence prevention plan as part of the hospital's injury and illness prevention plan to protect health care workers and other facility personnel from aggressive and violent behavior. Existing law also requires the division to annually post a report on its internet website containing specified information regarding violent incidents at hospitals. This bill would require the division, upon appropriation of funds, to develop educational materials about the regulation of workplace violence in health care in the context of emergency medical services and medical transport, to educate workers on their protections under the law, and to promote employer compliance. The bill would require the educational materials to be posted on the division's internet website. The bill would also require the division, upon appropriation of funds, to commission a study to determine best practices to address and mitigate workplace violence against emergency medical services and medical transport, as specified.

Office of Emergency Services: broadband communications grant program: fairgrounds.

Existing law, the California Emergency Services Act, establishes the Office of Emergency Services within the Governor's office under the supervision of the Director of Emergency Services and makes the office responsible for the state's emergency and disaster response services for natural, technological, or man-made disasters and emergencies. Existing law sets forth various provisions on fairgrounds owned or operated by a district agricultural association, the California Exposition and State Fair, county fairs, and citrus fruit fairs. This bill would, upon an appropriation by the Legislature for this purpose, require the Office of Emergency Services to establish a grant program on or before January 1, 2024, to provide fairs with grant funding for purposes of building and upgrading broadband communication infrastructure on fairgrounds. The bill would require the office to establish standards to determine how fairs receive grant funding based on the fairgrounds' need for broadband capabilities in order to service an emergency response operation. In regard to the standards, the bill would require that fairs eligible for funding meet certain criteria, including being capable of providing publicly available broadband access to the fair's broadband network throughout the year. The bill also would authorize the office to prioritize the order of grant disbursements based on specified criteria, including the frequency in which fairgrounds are used as an emergency staging area, evacuation center, community resilience center, or other relevant emergency response site. The bill would require the office to consult with the Department of Technology and the Department of Food and Agriculture to coordinate the statewide deployment of broadband communication infrastructure on fairgrounds. For purposes of the grant program, the bill would define "fair" to mean a district agricultural association, the California Exposition and State Fair, a county fair, or a citrus fruit fair.

Regional Task Forces Against Human Trafficking Grant Program.

Existing law makes a person who deprives or violates the personal liberty of another with the intent to obtain forced labor or services guilty of the crime of human trafficking and subject to imprisonment and a specified fine. This bill would, upon appropriation of the Legislature, create the Regional Task Forces Against Human Trafficking Grant Program to be administered by the Office of Emergency Services to assist local and tribal governments with creating and funding multiagency, multijurisdictional efforts to eliminate human trafficking, as specified. Under the bill, grants would be awarded on a competitive basis and would only be awarded to counties that have adopted a resolution to create a multiagency, multijurisdictional task force to further the purposes of the grant program. The bill would require a county that receives grant funds pursuant to this program to submit an annual year-end report to the Office of Emergency Services detailing, among other things, a summary of anti-human trafficking activities and programs funded with the awarded grant funds. The bill would additionally require the Controller to review all the year-end reports submitted by participating counties, in consultation with the Office of Emergency Services, to determine if grant funds are being utilized in a manner consistent with the program. The bill would prohibit any county that fails to comply with the report requirements or fails to use funds consistent with the grant program from receiving any funds through this program for one year. The bill would require the Office of Emergency Services to prepare and submit to the Legislature, on or before January 1 of each year, a revenue and expenditure summary for each participating county, including, among other things, the number of human trafficking arrests and the number of human trafficking survivors connected to services for each respective county.
