This measure would designate Monday, May 6, 2013, as California Peace Officers' Memorial Day, urge all Californians to use that day to honor California peace officers, and recognize specified California peace officers who were killed in defense of their communities.
This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.
This measure would designate October 20, 2013, and each 20th day of October thereafter, as Leyte Landing Commemoration Day in recognition of the significance of the Leyte landing in liberating the Philippines from Japanese occupation, helping to establish the independence of the Philippines, and fostering closer ties between the Philippines and the United States.
Existing law provides that the county boards of supervisors may establish and maintain, within their respective counties, county free libraries pursuant to specified provisions of law. Existing law provides that the board of trustees, common council, or other legislative body of a city or the board of trustees of a library district may, on or before January 1 of any year, notify the county board of supervisors that the city or library district no longer desires to be a part of the county free library system, as specified. Existing law imposes specified requirements on the board of trustees, common council, or other legislative body of a city or the board of trustees of a library district that intends to withdraw from the county free library system and operate the city's or library district's library or libraries with a private contractor that will employ library staff to achieve cost savings, subject to specified exceptions. These requirements, until January 1, 2019, include, but are not limited to, clearly demonstrating that the contract will result in actual overall cost savings to the city or library district for the duration of the entire contract, and prohibiting the contract from causing existing city or library district employees to incur a loss of employment or specified benefits or an involuntary transfer. This bill would instead provide, until January 1, 2019, that a board of trustees, common council, or other legislative body of a city or the board of trustees of a library district in which a withdrawal from the county free library system becomes effective on or after January 1, 2012, shall comply with the above-described requirements before entering into a contract to operate the city's or library district's library or libraries with a private contractor that will employ library staff to achieve cost savings. The bill would make conforming and nonsubstantive changes.
Existing law authorizes a judicial officer in a civil proceeding relating to domestic violence to issue an emergency protective order if there is an immediate and present danger of domestic violence, abuse, or abduction of a child, or abuse of an elder or dependent adult. Existing law also authorizes a court in a criminal proceeding to issue an emergency protective order if there is an immediate and present danger of stalking, as specified. Existing law requires a law enforcement officer, as defined, for purposes of court proceedings relating to domestic violence, or a peace officer, in criminal proceedings relating to stalking, who requests an emergency protective order, to carry copies of the order while on duty. Existing law also requires the Department of Justice to maintain a computer database system for protective and restraining orders and injunctions and make that information available to court clerks and law enforcement personnel. This bill would delete the requirement that a law enforcement officer or a peace officer, as described above, who requests an emergency protective order carry copies of the order while on duty. The bill would instead require the law enforcement agency to have that order entered into the computer database system for protective and restraining orders maintained by the Department of Justice. By imposing additional duties on local law enforcement agencies, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
This measure would declare the week of August 4, 2013, to August 10, 2013, inclusive, to be Dropout Recovery Week, and would state the Legislature's intent to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.
This measure would proclaim July 25, 2013, as Swimmable California Day to recognize Californians' rights to clean and safe waters for swimming and other appropriate activities, and to encourage Californians to enjoy and use their waters.
This measure would proclaim July 27, 2013, as Korean War Armistice Day. It would urge Californians to observe the anniversary and call upon them to honor and give thanks to Korean War veterans. It would also urge Governor Jerry Brown to proclaim July 27, 2013, as Korean War Armistice Day and instruct all state departments, agencies, interest groups, organizations, and individuals to fly the United States flag at half-mast on July 27, 2013, in memory of veterans from this state who died as a result of their service in Korea.
