Vehicles: registration services: disclosure of service fees.

Existing law defines the term "registration service" for purposes of the Vehicle Code and excludes from that definition certain activities. Existing law prohibits a person from acting as a registration service, engaging in the business of soliciting or receiving any application for the registration, renewal of registration, or transfer of registration or ownership of any vehicle of a type subject to registration under the Vehicle Code, or of soliciting or receiving an application for specified motor carrier permits, or transmitting or presenting any of those documents to the Department of Motor Vehicles, if any compensation is solicited or received for the service, without a license or temporary permit issued by the department. Under existing law, a registration service authorized by the department to engage in those activities is required to, among other things, display prominently at its place of business a sign indicating that the registration service is not a branch of the department and inform each customer of that fact. A violation of those provisions is a misdemeanor. This bill would additionally require a registration service licensed by the department to engage in the activities described above to provide a disclosure to each customer that certain services may be provided by the department without an additional fee, as specified. By expanding the scope of an existing crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Voter registration: high school pupils.

Existing law permits a county elections official to deputize as registrars of voters qualified citizens, and permits a deputy registrar to register persons to vote. Existing law requires the last two full weeks in April and in September to be known as "high school voter weeks," during which time deputy registrars of voters are allowed to register to vote students and school personnel on high school campuses in areas designated by the school administration. This bill would instead designate the last two full weeks in April and in September to be "high school voter education weeks," during which time persons authorized by the county elections official are allowed to register to vote students and school personnel on high school campuses in areas designated by the administrator of the high school, or his or her designee. Under existing law, a person may not be registered as a voter except by affidavit of registration. A person is entitled to register to vote if he or she is a United States citizen, a resident of California, not in prison or on parole for the conviction of a felony, and at least 18 years of age at the time of the next election. Existing law requires a properly executed affidavit of registration to be deemed effective upon receipt of the affidavit by the county elections official, if received on or before the 15th day prior to an election, or as otherwise specified. Existing law, operative when the Secretary of State certifies that the state has a statewide voter registration database that complies with the requirements of the federal Help America Vote Act of 2002, authorizes a person who is at least 17 years of age and otherwise meets all voter eligibility requirements to submit his or her affidavit of registration. The affidavit of registration is deemed effective as of the date the affiant will be 18 years of age. This bill would permit the administrator of a high school, or his or her designee, to appoint one or more pupils who are enrolled at that high school to be voter outreach coordinators. This bill would permit a voter outreach coordinator to coordinate voter registration activities on the high school campus that would encourage eligible persons to apply to register to vote by submitting an affidavit of registration. This bill would permit the voter outreach coordinator, with the approval of the administrator or his or her designee, to coordinate other election-related activities on his or her high school campus, as specified.

This measure would designate July 10, 2014, as Journeyman Linemen Recognition Day to honor and recognize the contribution of the countless journeyman linemen who often place themselves in harm's way to serve their communities.

Relative to Diffuse Intrinsic Pontine Glioma (DIPG) Awareness Week.

This measure would declare the week of May 25, 2014, to May 31, 2014, inclusive, as Diffuse Intrinsic Pontine Glioma (DIPG) Awareness Week to honor those who work to make research and resources a reality for children suffering from DIPG and their families.

Relative to "Parks Make Life Better!" Month.

This measure would recognize the importance of access to local parks, trails, open space, and facilities for the health and development of all Californians and would declare the month of July 2014 as "Parks Make Life Better!" Month.
