Existing law provides for the licensure and regulation of accountants by the California Board of Accountancy in the Department of Consumer Affairs. Existing law prohibits a person or firm from using any title or designation in connection with the designation "certified public accountant" or "public accountant" that is false or misleading. A violation of specified provisions related to the practice of accountancy is a crime. This bill would require the holder of an inactive accountancy license, when using specified CPA titles, designations, or references on correspondence, Internet Web sites, business cards, nameplates, or name plaques, to also specify that he or she is inactive. Because a violation of this requirement would be a crime, the bill would impose a state-mandated local program. The bill would also make a technical, nonsubstantive change to a related provision. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Existing law, the Professional Engineers Act, provides for the licensing and regulation of the practice of civil engineering, electrical engineering, and mechanical engineering, and the Professional Land Surveyors Act provides for licensing and regulation of land surveying by the Board of Professional Engineers and Land Surveyors. A violation of these acts is a crime. Existing law requires that any civil engineering, mechanical engineering, or electrical engineering plans and other specified documents, prepared by a registered engineer, that are permitted or that are to be released for construction shall bear the signature and seal or stamp of the registrant, the date of signing and sealing or stamping, and the expiration date of the certificate, authority, or registration. This bill would instead require that these documents bear the signature and seal of the licensee and the date of signing and sealing or stamping. Existing law permits a licensed land surveyor to obtain a stamp or seal with the designation "Licensed Land Surveyor" containing the expiration date of the license. Existing law requires that specified multiple page land surveying documents contain the signature, seal or stamp, date of signing and sealing or stamping, and expiration date of the license on specified pages. This bill require licensed land surveyors to obtain the stamp or seal and would eliminate the requirement that the license expiration date appear on the stamp or seal and the multiple page land surveying documents. This bill would also make nonsubstantive, technical, and conforming changes. Because the bill would impose new requirements on licensed land surveyors, the violation of which would be a crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
Existing law requires the California Earthquake Authority to issue policies of basic residential earthquake insurance to any owner of a qualifying residential property, as specified. The California Earthquake Authority is required to annually report, by May 1, to the Legislature and the Insurance Commissioner on the authority's conditions and affairs, as specified. This bill would require the California Earthquake Authority to make the annual report by August 1 and would require that the report be posted on the authority's Internet Web site.
This measure would recognize the pioneering work of promotores and community health workers in delivering vital and cost-effective health care services in communities throughout California and declare October 2009 as California Promotores Month.
Existing law requires the Governor to proclaim various days as holidays and days of remembrance. Existing law also designates certain days in each year as having special significance for purposes of encouraging schools to observe those days and conduct suitable commemorative exercises. This bill would require the Governor to annually proclaim March 30 of each year as "Welcome Home Vietnam Veterans Day." The bill would additionally encourage schools to conduct exercises on March 30 of each year to recognize the contributions of those involved in the Vietnam conflict.
This measure would proclaim October 23 to October 31, 2009, inclusive, as Red Ribbon Week, and would encourage all Californians to help build drug-free communities and participate in drug prevention activities.
This measure would recognize the importance of California Native American Day, celebrated this year on September 25, 2009, and the concurrent California Indian Cultural Awareness Conference to the enhancement of awareness of California Indian culture.
This measure would designate the month of October 2009, and every October thereafter, as Italian American Heritage Month. This measure would encourage public schools to highlight and include Italian American achievements and contributions to the culture of California and to take steps to promote the inclusion of the role and contributions of Italian Americans to the culture and history of California and the United States in elementary and secondary social science textbooks during the revision process for those textbooks.
This measure would urge the State Air Resources Board to meet the statutory requirements of the California Global Warming Solutions Act of 2006 by ensuring that its analysis of specified emission reduction measures include prescribed components.
This measure would acknowledge December 17 each year as an annual "Day of Inclusion" in recognition and appreciation of the priceless contributions of all immigrants to the greatness of the United States and California.
