This measure would urge the passage of the Interim Consolidated Storage Act of 2015 and urge the United States Department of Energy to implement the prompt and safe relocation of spent nuclear fuel from the San Onofre Nuclear Generating Station to a licensed and regulated interim consolidated storage facility.

This measure would thank the State Air Resources Board for its exemplary work and tenacity in uncovering the emissions control defeat devices on certain diesel-fueled Volkswagen motor vehicles and would express the Legislature's support for specified future emissions test-related actions by the board.
Existing law establishes the Golden State Seal Merit Diploma for the purpose of recognizing pupils who have mastered the high school curriculum. Existing law also establishes the State Seal of Biliteracy to recognize high school graduates who have attained a high level of proficiency in speaking, reading, and writing in one or more languages in addition to English. This bill would establish a State Seal of STEM to recognize high school graduates who have attained a high level of proficiency in science, technology, engineering, and mathematics fields. The bill would establish criteria for the receipt of the State Seal of STEM, would require the Superintendent of Public Instruction to prepare and deliver to participating school districts an appropriate insignia to be affixed to pupil diplomas or transcripts, and would require participating school districts to maintain appropriate records and affix the appropriate insignia to diplomas or transcripts of recipient pupils. The bill would not become operative until after data from the statewide administration of specified state science assessments are available. The bill's provisions would be repealed on January 1, 2025.
Existing law requires the Department of Parks and Recreation to issue a park pass for free use of all park facilities in the state park system to any veteran of war, as defined, in which the United States has been, or may be, engaged, and who meets specified criteria, such as being a resident of this state, presenting to the department proof of a service-connected disability, being held captive as a prisoner of war, or receiving a Congressional Medal of Honor, and having been honorably discharged from service. This bill would instead require the Department of Parks and Recreation to issue a park pass for free use of all park facilities in the state park system to any veteran who meets the criteria set forth above. The bill would make related conforming changes. The bill would require the department to report in its proposed budget, on or before January 1, 2019, on revenue losses with regard to the issuance of free veterans passes under these provisions.
This measure would encourage the Department of Consumer Affairs and its boards, bureaus, and committees to create policies that promote fairness and equity to guarantee that each licensee pays a fair amount, especially in regard to initial and ongoing license fees.
