This measure would recognize the Lunar New Year 4709 Celebration.

This measure would recognize the month of February 2011 as American Heart Month in California, would recognize February 4, 2011, as Wear Red Day in California, and would urge public support for Go Red for Women events.

This measure would declare February 22, 2011, to be Spay Day USA 2011 in California, and would request that Californians observe that day by having their dogs and cats spayed or neutered and by contributing to organizations that provide spay and neuter services.

This measure would recognize February 2011 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents, achievements, and contributions that African Americans make to their communities.

This measure would designate that January 17, 2011, be observed as the official memorial of the late Rev. Dr. Martin Luther King, Jr.'s birth, commemorate Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.

The Personal Income Tax Law and the Corporation Tax Law authorize various credits against the taxes imposed by those laws. This bill would, for each taxable year beginning on or after January 1, 2010, authorize a credit under both laws in an amount equal to ____% of the qualified expenditures paid or incurred by the taxpayer for the production of a qualified music recording, as defined, in California. This bill would take effect immediately as a tax levy.

Existing law establishes the system of public elementary and secondary schools in this state. Existing law establishes courses of study to be pursued by elementary and secondary school pupils. The State Department of Education is required to incorporate, into publications that provide examples of curriculum resources for teacher use, those materials that are age-appropriate and consistent with subject frameworks on history and social science that deal with civil rights, human rights violations, genocide, slavery, and the Holocaust. This bill would establish the 14-member California Civil Rights Education Advisory Committee in the State Department of Education. The bill would require the advisory committee to study and review the history-social science framework developed by the History-Social Science Curriculum Framework and Criteria Committee of the state board, and advise the state board and the Curriculum Development and Supplemental Materials Commission on the inclusion of civil rights education in the history-social science framework and criteria for evaluating instructional materials. The bill would specify the leaders of the entities responsible for the appointment of the members of the advisory committee. The bill would provide that members of the advisory committee would receive no compensation for their services, but would be reimbursed for the expenses they incur while performing their duties. The State Department of Education would be authorized to apply for, and receive, gifts and grants from public and private sources for purposes of supporting the expenses incurred in operating the advisory committee.

Existing law provides that the State Board of Education must adopt regulations to govern the social content reviews, as specified, conducted at the request of a publisher or manufacturer of instructional materials outside the primary and followup instructional material adoption processes. This provision remains in effect only until January 1, 2011, and as of that date is repealed. This bill would require the state board to inform the Chairperson of the Assembly Committee on Education, the Chairperson of the Senate Committee on Education, and the Secretary for Education of content that it interprets to be the result of certain changes made to the Texas Administrative Code. The bill would repeal this provision on January 1, 2016. The bill would also require the state board, upon the next adoption of the history-social science curriculum framework, to ensure that the framework is consistent with specified standards governing instructional materials.

This measure would request that the President and the Congress of the United States pass the H.R. 2474 that would restore funding for California veterans pursuing higher education.

This measure would designate the week of May 2 to May 8, 2010, as Public Service Recognition Week, and encourage all Californians to recognize the crucial role of public employees in this state.
