This measure would recognize the 50th anniversary of hip hop on August 11, 2023, as a time of celebration, pride, and nostalgia for the citizens of California.
Existing law requires the State Energy Resources Conservation and Development Commission to undertake various actions in furtherance of meeting the state's clean energy and pollution reduction objectives. Existing law requires the commission to gather or develop, and publish on the commission's internet website, guidance and best practices to help building owners, the construction industry, and local governments overcome barriers to electrification of buildings and installation of electric vehicle charging equipment, as specified. This bill would require the commission, on or before January 1, 2025, to submit to the Legislature an Industrial Heat Electrification Roadmap, which would, among other things, identify the industrial subsectors for various California facilities that use heat application equipment operating at or below 1,000 degrees Celsius and their locations and evaluate various issues related to industrial electrification, as specified. The bill would authorize the commission to consult with the State Air Resources Board to include in the roadmap an estimate of the reductions in emissions of greenhouse gases and criteria air pollutants, and commensurate health benefits, from electrifying the identified industrial subsectors.
Existing federal law recognizes the sovereignty of federally recognized Indian tribes and provides for financial, developmental, and operational support of tribal justice systems. Existing law, the Tribal Court Civil Money Judgment Act, governs the procedure by which the superior courts of the state recognize and enter tribal court money judgments of any federally recognized Indian tribe. The act does not apply to tribal court money judgments for taxes, fines, or other penalties. This bill would provide that the Tribal Court Civil Money Judgment Act applies to tribal court money judgments for tribal taxes, as specified, and related interest or penalties.
Existing law authorizes school districts, county offices of education, and charter schools to provide emergency naloxone hydrochloride or another opioid antagonist to school nurses or voluntary trained personnel, and authorizes those nurses and voluntary trained personnel to use naloxone hydrochloride or another opioid antagonist to provide emergency medical aid to persons suffering, or reasonably believed to be suffering, from an opioid overdose, as provided. This bill would require each individual public school operated by a school district, county office of education, or charter school that has elected to make a school nurse or trained personnel available at the school pursuant to those provisions to maintain at least two units of naloxone hydrochloride or another opioid antagonist for purposes of those authorizations.
This measure would declare that the Legislature should pass laws that halt the importation of cobalt or any product using cobalt mined in Africa using child slave labor and encourage the production of cobalt and other critical minerals ethically sourced from within the United States.
This measure would recognize July 17, 2023, to July 23, 2023, as Outdoor Worker Appreciation Week.
This measure would declare the month of October 2023 as Sudden Infant Death Syndrome (SIDS) Awareness Month.
This measure would designate the month of November 2023 to be California's Sikh American Awareness and Appreciation Month. The measure would recognize and acknowledge the significant contributions made by Californians of Sikh heritage to our state and would seek to afford all Californians the opportunity to better understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. The measure would condemn all hate crimes and bias incidents against Sikh Americans and would encourage all Sikhs to practice their faith freely and fearlessly.
