This measure would urge the United States Department of Health and Human Services to rescind the new Title X regulations that will impede access to essential, time-sensitive health care for low-income individuals across California and the nation.
Existing law, the California Native American Graves Protection and Repatriation Act of 2001 (California act) , requires all agencies and museums that receive state funding and have possession or control over collections of California Native American human remains or cultural items to inventory those remains and items for repatriation of the items to the appropriate Indian tribes, as specified. The California act states the intent of the Legislature to apply the state's repatriation policy consistent with the federal Native American Graves Protection and Repatriation Act (federal act) and to facilitate the implementation of the provisions of the federal act with respect to publicly funded agencies and museums in California. Existing provisions of the California Constitution establish the University of California as a public trust under the administration of the Regents of the University of California. The California Constitution grants to the regents all the powers necessary or convenient for the effective administration of this public trust, subject to such legislative control as may be necessary to insure the security of its funds, compliance with the terms of the endowments of the university, and certain competitive bidding procedures. As a condition for using state funds to handle and maintain Native American human remains and cultural items, existing law requires the regents to establish a systemwide Native American Graves Protection and Repatriation Act Implementation and Oversight Committee, known as the U.C. NAGPRA Committee, with specified membership. The committee is required to have 2 voting members from a tribe located in California that is an Indian tribe under the federal act. This bill would instead require that the U.C. NAGPRA Committee include 3 such voting members.
Existing law regulates vessels, as defined, and the equipment used, to be used, or carried in vessels used on waters subject to the jurisdiction of this state, except as provided. For these purposes, existing law defines an "operator" to mean the person on board who is steering the vessel while underway. This bill would revise that definition of "operator" to mean the person aboard a vessel who meets any of the following: (1) is steering the vessel while underway; (2) is responsible for the operation of the vessel while underway; or (3) is at least 18 years of age and is attentive and supervising the operation of the vessel by a person 12, 13, 14, or 15 years of age, pursuant to a specified provision. By changing the definition of operator to include additional persons who may, as operators, be subject to criminal liability, the bill would expand the definition of a crime, and thus would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would urge the 116th Congress of the United States to enact House Resolution 1708, which would, among other things, add 191,000 acres of the Rim of the Valley Corridor to the Santa Monica Mountains National Recreation Area.
This measure would designate the portion of Interstate 505 between the Interstate 80 interchange and the Vaca Valley Parkway in the County of Solano as the CHP Officer Kirk Griess Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would urge Congress to swiftly enact House Resolution 8, the Bipartisan Background Checks Act of 2019, to require background checks for all firearm sales.
This measure would urge the federal government to stop using ruses against immigrants, revise the tactics used by United States Immigration and Customs Enforcement (ICE) , cease the unjust detention of undocumented immigrants, end blanket raids against individuals thought to be without documents, and adopt a standard uniform for ICE officers that clearly identifies them as ICE when operating in California.
This measure would recognize the month of June 2019 as Alzheimer's and Brain Awareness Month and Friday, June 21, 2019, as The Longest Day, and would urge all Californians to commemorate the month of June 2019 as Alzheimer's and Brain Awareness Month.
This measure would declare the month of June 2019 as Portuguese National Heritage Month.
