This measure would recognize and designate the 4th Saturday of every July, in perpetuity, as the National Day of the Cowboy and Cowgirl, and would encourage the people of the State of California to observe the day with appropriate ceremonies and activities.
This measure would proclaim January 26, 2012, as India Republic Day, and would urge all Californians to join in celebrating India Republic Day.
This measure would proclaim January 13, 2011, as Korean-American Day.
This measure would declare the month of May 2012 as Child Safety Awareness Month.
This measure would proclaim May 1 through May 7, 2012, as Cinco de Mayo Week, and would urge all Californians to join in celebrating Cinco de Mayo.
Existing provisions of federal law regulate immigration. Under federal law, state laws regulating immigration are preempted. This bill would, upon the state receiving the necessary authority under federal law, require the Employment Development Department to administer a California Agricultural Jobs and Industry Stabilization Program. This bill would require the Employment Development Department to certify that there are not enough legal residents of California to fill all open agricultural and service industry jobs in California. Once the department makes that certification, this bill would authorize the department to issue permits to undocumented aliens to work in the agricultural and service industries and who meet specified criteria. This bill would also authorize the department to issue permits to reside in California to the immediate family members, as defined, of an undocumented alien permitted as a worker under the program. This bill would require, prior to the issuance of a permit, an undocumented alien to pay a fee to the department and would require those fees to be deposited into the California Agricultural Jobs and Industry Stabilization Program Fund, established by this bill. This bill would also require the department, in conjunction with the Legislative Analyst's Office, to annually publish a report analyzing whether the program has caused the displacement of employable legal residents of California in the agricultural and service industries.
This measure would designate May 2012 as Lupus Awareness Month.
This measure would declare the Legislature's recognition of the importance of access to local parks, trails, open space, and facilities for the health and development of all Californians. This measure would also declare July 2012 as "Parks Make Life Better!®" Month.
Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services, under which qualified low-income individuals receive health care services. The Medi-Cal program is, in part, governed and funded by federal Medicaid Program provisions. One of the methods by which these services are provided is pursuant to contracts with various types of managed care plans. Existing law requires, with certain exceptions, that under certain models of Medi-Cal managed care, a Medi-Cal beneficiary be assigned to, and enrolled in, an appropriate health care plan providing services within the area in which the beneficiary resides if the beneficiary does not make a choice of managed care plans. Existing regulations define the term safety net provider for the purposes of the 2-plan model of Medi-Cal managed care. This bill, for the purposes of assigning an eligible Medi-Cal beneficiary to a managed care plan when the beneficiary fails to select a plan, would provide that the term safety net provider includes specified types of clinics and medical care providers.
This measure would designate May 2012 as Foster Care Month in California.
