Relative to new Outer Continental Shelf oil and gas operations in federal waters offshore California.

This measure would provide that the Legislature strongly and unequivocally supports the current federal prohibition on new oil and gas drilling in federal waters offshore California, opposes the Trump administration's proposal to remove safety and environmental protections related to offshore drilling operations, and opposes the Trump administration's proposed leasing plan that would expose the state to new offshore drilling. The measure would also urge the United States Secretary of the Interior to remove California from that proposed leasing plan, and would request that the Bureau of Ocean Energy Management hold more than one public hearing on the plan in the State of California to ensure that all Californians have an opportunity to have their voices heard.

Seismic safety: hospitals.

Existing law, the Alfred E. Alquist Hospital Facilities Seismic Safety Act of 1983, establishes, under the jurisdiction of the Office of Statewide Health Planning and Development, a program of seismic safety building standards for certain hospitals constructed on and after March 7, 1973. Existing law provides that, after January 1, 2008, a general acute care hospital building that is determined to be a potential risk of collapse or to pose significant loss of life in the event of seismic activity be used only for nonacute care hospital purposes, except that the office may grant a 5-year extension under prescribed circumstances. Existing law allows the office to grant a hospital that has received extensions under specified provisions an additional extension of up to 7 years for a hospital building that it owns or operates if the hospital meets specified milestones. Existing law requires an owner of a general acute care hospital building that is classified as nonconforming to submit a report to the office no later than November 1, 2010, describing the status of each building in complying with the extension provisions, and to annually update the office with any changes or adjustments. Existing law requires the report to include the number of inpatient beds and patient days for the years 2008, 2009, and 2010. Existing law requires the office to make that information available on its Internet Web site, as specified. Existing law authorizes the imposition of fines for the failure to submit a report under those provisions. This bill would instead require that report to include the number of inpatient beds and patient days for the years 2008 to 2016, inclusive.

Relative to public social services.

This measure would express the Legislature's support for reinvesting revenues and cost savings from the closure and sale, lease, or repurposing of developmental centers into the community of persons with developmental disabilities, including through creation of a self-sustaining income mechanism to support persons with developmental disabilities and the establishment of a working group to examine the potential sale, lease, or repurposing of developmental center properties. The measure would express the Legislature's intent that all savings from the developmental centers should be allocated for the support of persons with developmental disabilities, as specified.

Relative to The Convention on the Elimination of All Forms of Discrimination Against Women.

This measure would acknowledge that there is a continued need for the State of California to protect the human rights of women and girls and to analyze the operations of state departments, policies, and programs to identify discrimination and, if identified, to remedy that discrimination. The measure would support the implementation of the principles underlying the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) .

Chronic Traumatic Encephalopathy Awareness Day.

This measure would proclaim January 30, 2018, as Chronic Traumatic Encephalopathy Awareness Day and would recognize the efforts of advocacy organizations like the Faces of CTE in educating the public about the causes and dangers of Chronic Traumatic Encephalopathy and supporting the victims of the disease.
