Existing law relative to private energy producers requires every electric utility, including electrical corporations and local publicly owned electric utilities, to develop a standard contract or tariff providing for net energy metering and to make this contract or tariff available to eligible customer-generators upon request for generation by a renewable electrical generation facility. Existing law provides that an electric utility that is not a large electrical corporation is not obligated to provide net energy metering when the combined total peak demand of all electricity used by eligible customer-generators in the service area exceeds 5% of the aggregate customer peak demand of the electric utility. This bill would define the "aggregate customer peak demand" for the purposes of calculating the net energy metering program limit for electric utilities that have more than 25,000 service connections, but are not large electrical corporations. The bill would dictate the manner of calculating aggregate customer peak demand if certain information is unavailable, as specified.

The Personal Income Tax Law provides a credit against the taxes imposed by that law to residents for specified taxes paid to another state on income derived from sources within that state. Existing law, for purposes of a calculation used in determining the credit amount, determines that income by applying the nonresident sourcing rules for determining income from sources within California, including the single sales factor apportionment formula. This bill, for purposes of the above-described calculation, would provide that California's single sales factor apportionment formula, and the regulations issued thereunder, shall not be applied in lieu of another state's apportionment rules when determining income derived from sources in that state. This bill would take effect immediately as a tax levy.

This bill would proclaim the week of April 3, 2016, to April 9, 2016, inclusive, as Adult Education Week, and would honor the teachers, administrators, classified staff, and students of adult education programs statewide for their efforts, persistence, and accomplishments.
This measure would designate the month of April 2016 as Autism Awareness Month and would encourage residents to show support for autism awareness by lighting their homes, businesses, schools, and places of worship with blue light bulbs.
This measure would commemorate March 30, 2016, as the 85th anniversary of the historic ruling in the case of Roberto Alvarez v. Board of Trustees of the Lemon Grove School District, which invalidated that district's attempt to restrict its pupils of Mexican heritage to an inferior, segregated educational experience.
