This measure would declare December 12, 2012, as California Bullying Prevention Day, and would recognize the need for individuals, schools, communities, businesses, local governments, and the state to take action on behalf of bullying prevention in California.

Existing law requires a family court to determine the best interest of the child for purposes of deciding child custody in proceedings for dissolution of marriage, nullity of marriage, legal separation of the parties, petitions for exclusive custody of a child, and proceedings under the Domestic Violence Prevention Act. In making that determination, existing law requires the court to consider specified factors, including whether either of the child's parents habitually or continually uses alcohol or illegal drugs. The court may require independent corroboration of an allegation that a parent is habitually or continually using controlled substances or illegal drugs. This bill would require a family court to consider, in determining the best interest of the child in custody proceedings, either parent's habitual or continual abuse of prescribed controlled substances. Existing law, until January 1, 2013, authorizes a court to require any person who is seeking custody of, or visitation with, a child who is the subject of a custody, visitation, or guardianship proceeding, to undergo testing for the illegal use of controlled substances and the use of alcohol under specified circumstances, as specified. This bill would delete the repeal clause for these provisions and thus extend the operation of these provisions indefinitely.
This measure would urge the United States Postal Service to end its plan to reduce the frequency of mail delivery from 6 days to 5 days a week, and to take all appropriate measures to ensure the continuation of this 6-day mail delivery service.
This measure would proclaim August 15, 2012, as India's Independence Day, and would urge all Californians to join in celebrating India's independence.
Existing law authorizes various state entities to promulgate and implement administrative regulations, subject to specified criteria. This bill would require, no later than December 31, 2013, each state entity that promulgates regulations to review those regulations, and repeal or report to the Legislature those identified as duplicative, archaic, or inconsistent with statute or other regulations. The bill would also require these entities to report to the Legislature by that date on regulations deemed to inhibit economic growth in the state.
This measure would designate a specified portion of State Highway Route 1 in the County of Los Angeles as the Honorable Jenny Oropeza Memorial Overcrossing. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.
This measure would request that the Department of Transportation erect informational signs on State Highway Route 210 in the County of Los Angeles directing motorists to the Western Prelacy of the Armenian Apostolic Church of America, consistent with the signing requirements for the state highway system and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.
Existing law establishes, until January 1, 2013, the Salton Sea Restoration Council as a state agency in the Natural Resources Agency to oversee the restoration of the Salton Sea. This bill would require the Secretary of the Natural Resources Agency, in consultation and coordination with the Salton Sea Authority, as defined, to lead Salton Sea restoration efforts. This bill would require the secretary, in consultation and coordination with the authority, to form a technical advisory group, as prescribed, to provide guidance about evaluating, developing, or proposing future restoration or economic development activities. This bill would also require the secretary to seek input from the authority with regard to specified components of restoration of the Salton Sea. By imposing duties on a local joint powers authority, the bill would impose a state-mandated local program. This bill would authorize the authority to lead a restoration funding and feasibility review, as prescribed. If the authority undertakes the study, this bill would require the Department of Fish and Game to enter into a funding agreement with the authority for the purposes of this study. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. This bill would declare that it is to take effect immediately as an urgency statute.
