This measure would recognize the month of February 2011 as American Heart Month in California, would recognize February 4, 2011, as Wear Red Day in California, and would urge public support for Go Red for Women events.

This measure would declare February 22, 2011, to be Spay Day USA 2011 in California, and would request that Californians observe that day by having their dogs and cats spayed or neutered and by contributing to organizations that provide spay and neuter services.
This measure would recognize February 2011 as Black History Month, urge all citizens to join in celebrating the accomplishments of African Americans during Black History Month, and encourage the people of California to recognize the many talents, achievements, and contributions that African Americans make to their communities.
This measure would designate that January 17, 2011, be observed as the official memorial of the late Rev. Dr. Martin Luther King, Jr.'s birth, commemorate Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.
This measure would designate the week of May 2 to May 8, 2010, as Public Service Recognition Week, and encourage all Californians to recognize the crucial role of public employees in this state.
The After School Education and Safety Program Act of 2002, enacted by initiative statute, establishes the After School Education and Safety Program to serve pupils in kindergarten and grades 1 to 9, inclusive, at participating public elementary, middle, junior high, and charter schools. The act provides a formula for determining an amount to be continuously appropriated from the General Fund to the State Department of Education to provide grants to schools participating in the program. The existing act authorizes the Legislature to amend certain of its provisions to further its purposes by majority vote of each house. This bill would require a program plan to describe the manner in which the program will support English language development and acquisition for English learners if English learners comprise 25% or more of the pupils enrolled in a program. The plan would be required to include strategies that increase knowledge and usage of the English language and methods for training and professional development of staff that are designed to support English language development and acquisition for English learners. The After School Education and Safety Program Act of 2002 requires the State Department of Education to provide technical assistance to new programs and programs that are not meeting goals and request assistance. This bill would require technical assistance provided by the department to include training and professional development for support in English language development and acquisition for English learners. This bill would set forth a legislative finding and declaration that the proposed amendments further the purposes of the existing act.

Dr. Martin Luther King, Jr.'s birth, commemorate Martin Luther King, Jr. Day, the work of Dr. Martin Luther King, Jr., and the Civil Rights Movement in changing public policy in California and in the United States of America.
Existing law establishes the public school system in this state, and, among other things, provides for the establishment of school districts throughout the state and for their provision of instruction at the public elementary and secondary schools they operate and maintain. Existing law establishes a public school funding system that includes, among other elements, the provision of funding to local educational agencies through state apportionments, the proceeds of property taxes collected at the local level, and other sources. This bill would express findings and declarations of the Legislature with respect to the school funding system in the state. This bill would require the Superintendent of Public Instruction to study prescribed topics relating to the statutory, regulatory, ministerial, and programmatic changes that would be necessary to support the development, implementation, and use of comprehensive school-level financial data and to make recommendations to the Legislature and the Governor about these topics on or before December 1, 2011. These provisions would be repealed on December 1, 2015. This bill would also require the Superintendent, on or before July 1, 2011, and annually thereafter, to notify the superintendent of each school district and county office of education, and the administrator of each charter school, of specified items relating to tracking and reporting school-level financial data.
Existing law establishes the Medi-Cal program, administered by the State Department of Health Care Services, under which basic health care services are provided to qualified low-income persons. The Adult Day Health Medi-Cal Law establishes adult day health care services as a Medi-Cal benefit for Medi-Cal beneficiaries who meet certain adult day health care eligibility criteria. Existing law provides that certain criteria shall only apply on the date the Director of Health Care Services executes a declaration, as specified. These criteria include requirements that beneficiaries have two or more functional impairments involving activities that include bathing, dressing, and self-feeding and, depending upon the type of beneficiary, the beneficiary either requires substantial human assistance or assistance, as defined, in performing those activities. This bill would, instead, upon the date the director executes the aforementioned declaration, establish adult day health care services as a Medi-Cal benefit for Medi-Cal beneficiaries who meet certain criteria, including, requiring beneficiaries to have two or more functional impairments involving the above-described activities and require assistance, as defined, in performing those activities.
Under existing law, the Public Utilities Commission has regulatory authority over public utilities, including telephone corporations. Existing law provides that, unless certain determinations are made by the commission about the impact of federal action, the commission has no jurisdiction or control over classified telephone directories (commonly known as yellow pages) or commercial advertising included as part of a telephone corporation's alphabetical telephone directories (commonly known as white pages) . Existing law requires the commission to require all telephone corporations that are local exchange carriers to include in their telephone directory information concerning emergency situations that may affect the telephone network. This bill would require a telephone corporation or one of its affiliates to allow any telephone service subscriber to opt out of receiving a telephone directory published by a telephone corporation. The bill would prohibit telephone corporations from delivering directories to subscribers who opt out of receiving a directory and require that a directory contain clear and conspicuous language regarding opting out of receiving future directories and recycling of the directory. The bill would require each 3rd-party vendor, as defined, as a contractual condition for receiving telephone subscriber information from the telephone corporation that is to be incorporated into a telephone directory, to allow any telephone service customer to opt out of receiving a telephone directory published by the 3rd-party vendor, to not deliver directories to subscribers who opt out of receiving a directory, and to include clear and conspicuous language on the front cover of the directory regarding opting out of receiving future directories and recycling of the directory.
