This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.

This measure would designate October 20, 2013, and each 20th day of October thereafter, as Leyte Landing Commemoration Day in recognition of the significance of the Leyte landing in liberating the Philippines from Japanese occupation, helping to establish the independence of the Philippines, and fostering closer ties between the Philippines and the United States.
This measure would designate the portion of Interstate 80 between Midway Road and the State Route 12 East interchange in the County of Solano as the Tuskegee Airmen Memorial Highway to honor the Tuskegee Airmen and the contributions they made during World War II. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
Existing law provides for the compensation of victims and derivative victims of specified types of crimes by the California Victim Compensation and Government Claims Board from the Restitution Fund, a continuously appropriated fund, for specified losses suffered as a result of those crimes. Existing law sets forth eligibility requirements and specified limits on the amount of compensation the board may award. This bill would include victims of human trafficking within the definition of crimes that are eligible for compensation under these provisions. The bill would delete inoperative provisions that authorized reimbursement of child care expenses from the Restitution Fund until January 1, 2010. By expanding the authorization for the use of moneys in the Restitution Fund, a continuously appropriated fund, this bill would make an appropriation.
Under existing law, a member of a veterans' home is required to pay fees and charges as determined by the Department of Veterans Affairs. Existing law requires the administrator of the home to provide each member with a quarterly statement or accounting of all charges for the costs of care rendered to the member in excess of the member fee, as defined. Existing law requires the quarterly statement or accounting to include, among other things, a statement that, if the veteran is a resident of the home at the time of death, the home may use his or her money or personal property that is in the possession of the home for payment of unreimbursed costs of care. This bill would require the statement contained in the quarterly statement or accounting described above to also specify that the home may use the deceased veteran's money or personal property that is outside the home for payment of unreimbursed costs of care. This bill would require the quarterly statement or accounting and any notice relating to quarterly statements posted in any veterans' home to be in 14-point font or larger.
This measure would declare the week of August 4, 2013, to August 10, 2013, inclusive, to be Dropout Recovery Week, and would state the Legislature's intent to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.
This measure would proclaim July 25, 2013, as Swimmable California Day to recognize Californians' rights to clean and safe waters for swimming and other appropriate activities, and to encourage Californians to enjoy and use their waters.
This measure would proclaim July 27, 2013, as Korean War Armistice Day. It would urge Californians to observe the anniversary and call upon them to honor and give thanks to Korean War veterans. It would also urge Governor Jerry Brown to proclaim July 27, 2013, as Korean War Armistice Day and instruct all state departments, agencies, interest groups, organizations, and individuals to fly the United States flag at half-mast on July 27, 2013, in memory of veterans from this state who died as a result of their service in Korea.
This measure would urge the President and Congress of the United States to develop a comprehensive federal approach to reducing and preventing gun violence, promptly place assault weapons and high-capacity assault magazines under the scope of the National Firearms Act, and require a universal background check through the National Instant Criminal Background Check System (NICS) for the transfer of all firearms. This measure would additionally urge the President to take steps to ensure that all states and applicable federal agencies are reporting all necessary records to the NICS.
