Relative to memorial highways.

This measure would designate specified portions of State Highway 183, State Highway 101, and State Highway 218, in the County of Monterey, as the United States Army Chief Warrant Officer 2 Edward Balli Memorial Highway, the United States Army Specialist Ricardo Cerros, Jr. Memorial Highway, the United States Army Specialist Vilmar Galarza Hernandez Memorial Highway, the United States Army Sgt. Javier Sanchez Memorial Highway, and the United States Army Private First Class Conrado D. Javier Memorial Highway. The measure would request the Department of Transportation to determine the costs of appropriate signs showing each of these special designations and, upon receiving donations from nonstate sources covering those costs, to erect those signs.

Relative to Teen Dating Violence Awareness and Prevention Month.

This measure would proclaim February 2018 as Teen Dating Violence Awareness and Prevention Month, and would encourage all Californians to observe Teen Dating Violence Awareness and Prevention Month with programs and activities that raise awareness about teen dating violence.

Vehicle emissions.

Existing law, commencing January 1, 2020, prohibits the registration, or renewal or transfer of registration, for specified diesel-fueled commercial vehicles unless the vehicle is subject to exemption from that prohibition, or is compliant with specified air pollution control technology, in which case the Department of Motor Vehicles is authorized to register the vehicle. This bill would additionally authorize the department to allow the registration, or renewal or transfer of registration, for low-use vehicles and agricultural vehicles that meet certain requirements. Existing law authorizes the department, in its discretion, to issue a temporary permit to operate a vehicle when a payment of fees has been accepted in an amount to be determined by the department and paid to the department by the owner or other person in lawful possession of the vehicle. Existing law authorizes the department to issue a temporary permit to operate a diesel-fueled vehicle for which registration may be refused pursuant to specified emission standards requirements. This bill would additionally require the department to issue the permit within 48 hours of a determination of noncompliance with current emission requirements.

Relative to a Day of Remembrance.

This measure would declare February 19, 2018, as a Day of Remembrance in order to increase public awareness of the events surrounding the incarceration of Americans of Japanese ancestry during World War II.

Relative to new Outer Continental Shelf oil and gas operations in federal waters offshore California.

This measure would provide that the Legislature strongly and unequivocally supports the current federal prohibition on new oil and gas drilling in federal waters offshore California, opposes the Trump administration's proposal to remove safety and environmental protections related to offshore drilling operations, and opposes the Trump administration's proposed leasing plan that would expose the state to new offshore drilling. The measure would also urge the United States Secretary of the Interior to remove California from that proposed leasing plan, and would request that the Bureau of Ocean Energy Management hold more than one public hearing on the plan in the State of California to ensure that all Californians have an opportunity to have their voices heard.
