The federal Nutria Eradication and Control Act of 2003 authorizes the Secretary of the Interior, subject to the availability of appropriations, to provide financial assistance to the State of Maryland and the State of Louisiana for a program to implement measures to eradicate or control nutria and restore marshland damaged by nutria. Under the federal act, the federal share of the costs of the program is prohibited from exceeding 75% of the total costs of the program. This measure would urge the United States Congress to reauthorize and specifically add California to the Nutria Eradication and Control Act of 2003 and to authorize an appropriation of $4,000,000 to help the state implement a nutria eradication program.
This measure would urge the United States Department of Health and Human Services to rescind the new Title X regulations that will impede access to essential, time-sensitive health care for low-income individuals across California and the nation.
Existing law designates certain portions of authorized state highway routes as part of the state scenic highway system, if certain scenic highway standards are implemented. Existing law requires the Department of Transportation to designate a state highway within the scenic highway system as an official state scenic highway if the department determines that a corridor protection program has been implemented, as specified. This bill would designate State Route 128 as a route in the state scenic highway system.
This measure would proclaim October 10, 2019, as the 108th Anniversary of Women's Suffrage in California.
The existing Fairfield-Suisun Sewer District Act creates the Fairfield-Suisun Sewer District and grants to the district various powers relating to the treatment and disposal of sewage. The existing act provides for the election of a board of directors for the district and administrative procedures for the operation of the district. Violation of regulations adopted by the board is a misdemeanor. This bill would make various administrative changes to the act, including removing the requirement that the district appoint a clerk and changing the posting requirements for regulations. Existing law requires all county officers to be liable upon their several official bonds for the faithful discharge of the duties imposed by the act. This bill would instead authorize the board of the district to require any of its employees or officers to be bonded. The bill would require the district to pay the cost of the bonds. Existing law prohibits the district from accepting or contracting for the disposal of sewage emanating from outside the district, except sewage from a public building or buildings of a public utility. Existing law authorizes the district to accept and contract for the disposal of sewage emanating from outside the district if those buildings are connected to the district's sewage treatment system on March 1, 2002. This bill would remove the authorization to accept sewage from buildings of a public utility. The bill would authorize the district, upon the request of a landowner, to accept and contract for the disposal of sewage that will emanate or that will be emanating from any building within the Middle Green Valley Specific Plan, if approved as specified. The bill would also authorize the district to accept organic materials, as defined, originating from within or outside the district as the board determines to be in the best interests of the district. This bill would make legislative findings and declarations as to the necessity of a special statute for the Fairfield-Suisun Sewer District. This bill would declare that it is to take effect immediately as an urgency statute.
This measure would designate a specified portion of Interstate 5 in the County of Colusa as the Officer Natalie Corona Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and the badge of the Davis Police Department and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would urge the 116th Congress of the United States to enact House Resolution 1708, which would, among other things, add 191,000 acres of the Rim of the Valley Corridor to the Santa Monica Mountains National Recreation Area.
This measure would designate the week of May 5, 2019, through May 11, 2019, as Compost Awareness Week.
Existing law authorizes the board of supervisors of specified counties to, by ordinance, consolidate the duties of the offices of Auditor-Controller and Treasurer-Tax Collector into the elected office of Auditor-Controller-Treasurer-Tax Collector. This bill would additionally authorize the board of supervisors of the County of Lake to consolidate the duties of the offices of Auditor-Controller and Treasurer-Tax Collector into the elected office of Auditor-Controller-Treasurer-Tax-Collector when a vacancy in either the office of Auditor-Controller or in the office of Treasurer-Tax Collector occurs. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Lake.
