This measure would memorialize the Congress and the President of the United States to uphold protections of women's equality and to encourage all Americans to participate in the celebration of Women's Equality Day on August 26, 2010, the 90th anniversary of the passage of the Nineteenth Amendment to the United States Constitution, which gave women the right to vote.

This measure would declare April 2010 as Financial Aid and Literacy Month to raise public awareness about the need for increased financial literacy.
Under existing law, several agencies have prescribed responsibilities relating to homeless persons. This bill would create the California Interagency Council on Homelessness, composed of specified members and performing duties, including preparation of a homelessness state plan, updated every 2 years. It would permit the council to apply for federal funding for its activities.
This measure would recognize the week of April 18, 2010, through April 24, 2010, as Crime Victims' Rights Week.
Existing law provides a certificated employee of a school district who is subject to a dismissal or suspension proceeding with the right to demand a hearing conducted by a Commission on Professional Competence and specifies the procedural requirements for conducting the hearing. This bill would make clarifying changes to those provisions.
The California Constitution authorizes the Legislature to propose revisions to that document. This measure would create the California Constitution Revision Commission, prescribe its membership, and specify its powers and duties. The measure would require the commission to submit a report to the Governor and the Legislature by April 30, 2010, that sets forth its findings with respect to the formulation and enactment of a state budget and recommendations for the improvement of that process. The commission would also be required to report on specified issues relating to the structure of state governance. The measure would declare the intent of the Legislature that $250,000 be made available from the Assembly Operating Fund and $250,000 from the Senate Operating Fund to the commission to carry out its duties and responsibilities. The measure would declare the commission to be inoperative on July 1, 2012.
This measure would proclaim the month of May to be Women Veterans Recognition Month.
Under existing law, any taxing agency or instrumentality of the state may file a petition and prosecute to completion bankruptcy proceedings permitted under the laws of the United States. This bill would provide that a local public entity may only file under federal bankruptcy law with the approval of the California Debt and Investment Advisory Commission, except as specified. The bill would also provide an alternative procedure for a local entity to file under federal bankruptcy law by submitting specific analyses regarding its financial position to the State Auditor who would be required to audit the analyses and financial position of the local entity. The bill would make the local public entity responsible for the costs of the audit, as specified. The public entity would be authorized to file a petition under federal bankruptcy law after the State Auditor has notified the public entity of completion of its audit work and made public the findings of that audit.
This measure would recognize April 10, 2010 as the United States Census Day and strongly urge the Governor to act immediately to commence planning for outreach efforts for the 2010 decennial census so as to achieve a complete count of all Californians.
Existing law defines unfair competition and makes unlawful specified business practices intended to injure competitors or destroy competition, and specifies criminal penalties and civil remedies for violations, including injunctive relief and damages. This bill would make it unlawful for any person to develop, produce, or manufacture any article or product, as defined, using stolen or misappropriated property, including, but not limited to, unlicensed computer software, when the article or product is in competition with an article or product that is lawfully developed, produced, and manufactured. The bill would make violations of its provisions subject to existing criminal penalties and civil remedies. By expanding the scope of an existing crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. This bill would declare that it is to take effect immediately as an urgency statute.
