This measure would declare that the month of January 2024 be recognized as National Mentoring Month, would thank those who participate in quality mentoring programs, and would call upon residents to help close the gap between the availability of mentors and the number of children facing challenging circumstances, as specified.

Existing law finds and declares that the Legislature has provided specified reforms and incentives to facilitate and expedite the construction of affordable housing. This bill would make a nonsubstantive change to that provision.
The existing Coastal Resources and Energy Assistance Act authorizes the Secretary of the Natural Resources Agency, after consulting with the California Coastal Commission and the State Lands Commission concerning offshore energy activities, to award grants to coastal communities and cities to be used for certain purposes relating to the planning, implementation, monitoring, and enforcement of offshore energy development, consistent with the requirements of the state's coastal management program. This bill would make nonsubstantive changes in that provision.
The California Constitution establishes the Fish and Game Commission and provides for the delegation to the commission of powers relating to the protection and propagation of fish and game. Existing law places the Fish and Game Commission in the Natural Resources Agency. This bill would make nonsubstantive changes to this latter provision.
Existing law specifies that the singular includes the plural, and the plural includes the singular for the purposes of the Government Code. This bill would make a nonsubstantive change to that provision.
Existing law, generally, defines various deadly weapons and regulates the manufacture, possession, sale, transfer, and carrying of these weapons, including firearms. Existing law prohibits carrying a deadly weapon with the intent to assault. A violation of this prohibition is a misdemeanor. This bill would make a technical, nonsubstantive change to that provision.
This measure would urge the federal Office of Management and Budget to update its Uniform Guidance in order to improve job creation, quality, and equity.
