Under existing law, the Department of Water Resources performs duties relating to water resources throughout the state, and the State Water Resources Control Board exercises regulatory functions relating to water quality. Existing law, the Water Quality, Supply, and Infrastructure Improvement Act of 2014, approved by the voters as Proposition 1 at the November 4, 2014, statewide general election, authorizes the issuance of general obligation bonds in the amount of $7,545,000,000 to finance a water quality, supply, and infrastructure improvement program. The California Constitution provides that, from all state revenues, there shall first be set apart the moneys to be applied by the state for support of the public school system and public institutions of higher education, and establishes a minimum amount to be applied for the support of school districts and community college districts, as specified. This measure would provide that, in addition, from specified state revenues, there shall be set apart, in unspecified percentages, moneys to be applied by the state for the payment of principal and interest on bonds authorized pursuant to the Water Quality, Supply, and Infrastructure Improvement Act of 2014 and, of the amount remaining, for specified water projects of the Department of Water Resources and the State Water Resources Control Board, as provided.

This measure would express the Legislature's support for reinvesting revenues and cost savings from the closure and sale, lease, or repurposing of developmental centers into the community of persons with developmental disabilities, including through creation of a self-sustaining income mechanism to support persons with developmental disabilities and the establishment of a working group to examine the potential sale, lease, or repurposing of developmental center properties. The measure would express the Legislature's intent that all savings from the developmental centers should be allocated for the support of persons with developmental disabilities, as specified.
This measure would acknowledge that there is a continued need for the State of California to protect the human rights of women and girls and to analyze the operations of state departments, policies, and programs to identify discrimination and, if identified, to remedy that discrimination. The measure would support the implementation of the principles underlying the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) .
This measure would proclaim January 26, 2018, as India Republic Day, and would urge all Californians to join in celebrating India Republic Day.
This measure would declare February 2018 as American Heart Month and would declare February 2, 2018, as Wear Red Day in California.
This measure would proclaim January 30, 2018, as Chronic Traumatic Encephalopathy Awareness Day and would recognize the efforts of advocacy organizations like the Faces of CTE in educating the public about the causes and dangers of Chronic Traumatic Encephalopathy and supporting the victims of the disease.
This measure would designate the week of January 28, 2018, to February 3, 2018, inclusive, as Physician Anesthesiologist Week.
This measure would proclaim the month of January 2018 as Human Trafficking Awareness Month, and would encourage certain activities to honor that month, as specified.
This measure would designate that January 30, 2018, be observed as Fred Korematsu Day of Civil Liberties and the Constitution.
